A citizen’s complaint regarding a fake police car led to the arrest of Bruce Ioane and Emerald Fuimaono

At 12:15 PM on October 21, 2019, a citizen called APD Dispatch to report a blue Ford Expedition that had red and blue lights on it, along with some type of siren, which the driver was activating causing people to pull over and yield.  The caller further advised the vehicle had a broken-out window covered in plastic and an NFL sticker on the back window.
Officers responded to the area, located the vehicle in traffic, and conducted a traffic stop at 36th and Old Seward.  The passenger was identified as 21-year-old Bruce Ioane JR and the driver was 36-year-old Emerald E. Fuimaono.  The Expedition was equipped with an LED light bar, mounted on the windshield just above the dash, which had red and blue flashing lights.  When the horn on the steering wheel was depressed, the resulting sound resembled a siren.
It was determined that both individuals played a part in the lights and sirens being activated in traffic. Bruce Ioane was remanded at the Anchorage Jail on the charge of Criminal Impersonation I.  Emerald Fuimaono was jailed for Impersonation of a Police Officer.  The Ford was impounded for evidence.
