Violation of a Court Order Leads to Arrest of Parent at Elementary School 
On 9/19/19, near the end of the school day, a parent attempted to retrieve his children from Parkview Elementary School, in violation of a court order. As officers responded to the school, the father of the children, Jeffrey Bullard (34, Simi Valley), forcibly removed the children from their mother. This caused the police to respond “Code 3” (lights and sirens) and the school to be placed on lockdown. Bullard was initially able to get the children into the vehicle, but was unable to leave before the officers arrived.
After a brief struggle with officers, Bullard was handcuffed and taken into custody. The children were not hurt during the incident. Officers received minor injuries during the arrest.
Bullard was booked into Ventura County Main Jail for the following charges:
Violation of a Domestic Violence Restraining Order (Misdemeanor)
Criminal Threats (Felony)
Child Abduction Deprivation of Custody (Felony)
Violently Resisting Arrest (Felony)
Battery on a Peace Officer (Misdemeanor)
