ARRAIGNMENT/BAIL STATUS:  Ruiz was held pending arraignment in Amsterdam City Court
 
INCIDENT NARRATIVE: on September 11th, 2019 at approximately 2:30 pm, a member of the Amsterdam Police Department Patrol Division was on patrol on 4th Ave in the City of Amsterdam when he observed Nelson Ruiz riding a bicycle on the 4th Ave Bridge. The officer was aware of several active warrants for Ruiz’s arrest, including a NYS Parole Warrant. The officer stopped and approached Ruiz and advised him that he had active warrants and was under arrest.  At that time, Ruiz fled from the officer on his bicycle across Church Street and onto Reid Street. 
Additional APD patrol officers and detectives responded to the area, along with troopers from the New York State Police and deputies from the Montgomery County Sheriff’s Office.  Police set up a perimeter around the Reid and Jay Street areas and began searching for Ruiz.  A State Police K9 unit also responded to the area to assist.  Officers then located Ruiz’s bicycle behind a house on Reid Street where a K9 track was started.  The K9 led police to the rear of an abandoned house on Jay Street near Hibbard Street.  The State Police K9 then located Ruiz hiding on the second floor porch of the abandoned house.  Ruiz initially refused to comply with police orders to come out; he eventually complied and was placed under arrest without further incident. 
Ruiz was then transported to Amsterdam Police HQ’s where he was placed on the booking rail.  Ruiz was then processed on the above charges held pending arraignment.  Ruiz was then arraigned in Amsterdam City Court by Judge Lisa Lorman, who ordered him held without bail.  Ruiz was then transported to the Montgomery County Jail.  Ruiz’s bench warrants stemmed from his failure to appear in city court on previous petit larceny and resisting arrest charges.  Ruiz was additionally charged on an arrest warrant with another count of Petit Larceny stemming from an August 9th, 2019 incident where he stole items from a store on Guy Park Ave in the City of Amsterdam.  Ruiz also has current charges pending in the Town of Amsterdam for larcenies he has committed at several stores along the Rte 30 corridor.
