Please Be Aware sex offender in Whitefish Bay Park

PLEASE BE AWARE
On the morning of Wednesday 7/24/2019 a State of Wisconsin Registered Sex Offender: Raymond M. Hoelzer, 56 years old, 5'09" 145 pounds was engaged in suspicious behavior near children at and near Klode Park.  He approached two children on a sidewalk near the park asking them to look at a supposed Disney character image on his phone.  One of the children feeling uncomfortable pulled out her cell phone and began to dial 911 and the man walked away towards Klode Park.  The child did not complete the call and WFBPD became aware of this information on 7/25/2019.  A WFB officer unaware of this incident, later observed the man standing in the men's restroom at Klode Park.  The man abruptly left upon the Officer's entrance.  The officer observed the man walk down to the beach.  The officer then walked down to the beach a short time later and observed the man off to the side by some bushes watching people on the beach.  The man seeing the officer began to walk up the path away from the beach.  The man told the officer he was off from work enjoying the good weather.  The man left the park. A short time later officers observed the man walk back and forth in front of Richards School.  At this time we interviewed the man who again said he was out for a walk.  He was checked for warrants and dispatch advised he had none.  At this point we had no crimes or ordinances that were violated. One of our officers feeling uncomfortable about this man's behavior did some investigating and discovered that the man is a registered sex offender with the State of Wisconsin. 

Learning this and through investigation (which is ongoing) we will be arresting Raymond Hoelzer for violation of our Village Sex Offender Ordinance.  Registered Sex Offenders may not be present in, or near, Child Safety Zones, areas where children congregate such as parks and schools.  If you see this man please call 911 right away.
