Incident:                  Arrest for DUI, Evading the police in a vehicle and Violation of an Emergency Protective Order
Occurred Date :           July 17, 2019
Occurred Time:          10:27 PM
Location:                    100 block of Arlington Drive
Suspect:                     Jill S. Wellar, 48-year-old, Novato resident

Incident Summary:

On the above date and time, Petaluma Police Department officers responded to a report of an unwanted suspect at a house in the 100 block of Arlington Drive.  The reporting party advised the suspect was intoxicated and refusing to leave the house.  An officer arrived and found the suspect leaving in a Gray Hyundai SUV.  The officer attempted to make a traffic stop on the vehicle as it failed to stop for a stop sign.  The suspect vehicle initially pulled over, but then accelerated away from the officer.  The suspect vehicle proceeded to US 101 and south to Novato.  The suspect vehicle was traveling between 55-60 MPH during the pursuit.  The suspect vehicle finally yielded on 3rd Street in Novato.  The driver was identified as Suspect Wellar.  She was determined to be DUI and found to be the restrained party in a domestic violence restraining order. Officers determined she was not supposed to be near a house on 3rd Street in Novato, where she decided to stop.  An initial alcohol test determined Suspect Wellar was a .20 BAC.  Suspect Wellar was arrested and later transported to Sonoma County Jail.  No one else was in the vehicle with Suspect Wellar and there were no reports of collisions due to her evading the officers in her vehicle.
