* Portions of Maryland, The District of Columbia, Virginia, and West Virginia, including the following areas, in Maryland, Anne Arundel, Carroll, Central and Eastern Allegany, Central and Southeast Howard, Central and Southeast Montgomery, Charles, Extreme Western Allegany, Frederick MD, Northern Baltimore, Northwest Howard, Northwest Montgomery, Prince Georges, Southern Baltimore, and Washington. The District of Columbia. In Virginia, Arlington/Falls Church/Alexandria, Clarke, Eastern Loudoun, Fairfax, Frederick VA, Northern Fauquier, Prince William/Manassas/Manassas Park, Southern Fauquier, Stafford, Warren, and Western Loudoun. In West Virginia, Berkeley, Eastern Mineral, Hampshire, Jefferson, Morgan, and Western Mineral.

* Until 2 PM EDT this afternoon

* Slow moving showers and thunderstorms have been producing 2 to 4 inches of rainfall in an hour or less. A secondary band of showers and thunderstorms will be crossing areas with ongoing flooding, which will only exacerbate flood conditions.

* Expect rapid rises on streams and rivers. Water will quickly pool in flood prone areas, making roadways impassible.
