Narrative:
On July 4, 2019, patrol deputies with the Thousand Oaks Police Department responded to a possible residential burglary that had just occurred.  Deputies were able to locate the vehicle used during the burglary as it was driving southbound on the 101 Freeway.  Deputies contacted three adult males and a juvenile male from Los Angeles in the vehicle.  All four males were arrested for conspiracy to commit Residential Burglary, Participation in a Criminal Street Gang, and Possession of Burglary Tools.
 
At approximately 0742 hours, deputies responded to the 1900 block of Campbell Avenue regarding a possible residential burglary that had just occurred.  The homeowner reviewed footage from her Ring Doorbell and learned an unknown male was knocking on her door.  The homeowner called a neighbor, who saw two additional males peering into the homeowner’s garage through the garage door windows.  Shortly thereafter, the males returned to a vehicle that was parked in front of the residence.  The neighbor was able to use her cellular phone to obtain video of the suspects’ vehicle.  Deputies responded to the residence and learned the suspects were not able to enter the residence, likely because of the alert neighbor video recording their activities. 
 
A short time later, a Thousand Oaks patrol deputy observed the suspect vehicle travelling southbound on the 101 Freeway.  A high risk stop was conducted and deputies detained four subjects, later identified as (A) Isaac Sandoval, (A) Pedro De Leon, (A) Leon McCall and a 16 year old male juvenile.  Deputies located burglary tools inside the vehicle.  Deputies arrested all four males for Conspiracy to Commit Residential Burglary (182(a)(1) PC & 459 PC) and Possession of Burglary Tools (466 PC). 
 
During a follow up investigation, Detectives learned Sandoval, De Leon and McCall were documented criminal street gang members from Los Angeles.  Sandoval, De Leon and McCall were also charged with Participation in a Criminal Street Gang (186.22(a) PC) and the juvenile was also charged with Participation in a Criminal Street Gang by an Associate (186.22(d) PC). 
 
Sandoval, De Leon and McCall were booked into the East Valley Jail, where their bail was set at $500,000.  They remain in custody and will go to court on July 8, 2019.  The juvenile was booked into the Juvenile Justice Facility, where he remains in custody.
