Police Investigate Officer-Involved Shooting, Suspect in Custody

On June 25, 2019, around 10:30 p.m., the Jackson Police Department responded to a report of a burglary at 813 Westwood Avenue. Upon arrival, the homeowner met Officers outside and told them that she believed someone had broken into her home, and was still inside the residence. She said that the intruder was possibly a family member, Billy Charles Howell, age 40. The homeowner further explained that she had been given a Temporary (Ex-Parte) Order of Protection against Howell through Madison County General Sessions Court, and he was not supposed to be there.

Officers entered the home searching for any intruder. They encountered a suspect barricaded inside a bedroom, and identified him as Howell. Officers attempted negotiations and tried to get Howell to surrender, but he refused. Officers then tried to enter the room, but Howell had moved pieces of furniture in front of the door. As an Officer attempted to push his way inside, Howell struck the Officer on the arm with a wooden bed slat. Officers pushed the door open enough to use a Taser as less-than-lethal force, but the attempt was unsuccessful. Howell then picked up a sword and came toward the Officers. They acted in self-defense, and at least one Officer fired his department issued weapon striking Howell one time. Howell was transported to a local hospital and was treated for a minor injury. However, he was admitted for a medical reason unrelated to the gunshot wound. Howell remains in the hospital in police custody.

Investigators verified that Howell was served the Ex-Parte Order of Protection by a Madison County Sheriff’s Deputy on June 14. The hearing date was scheduled for today (June 26) at 2 p.m. in Madison County General Sessions Court.

Upon his release from the hospital, Howell will be transported to the Madison County Jail. Police anticipate charging Howell with Contempt of a Court Order (Violation of Ex-Parte Order of Protection), Aggravated Criminal Trespass, Stalking, Aggravated Assault on an Officer, and Resisting Arrest.

The Officers who were present at the shooting scene have been placed on routine, paid administrative leave pending the outcome of an internal investigation. At the conclusion of the investigation, the results will be submitted to the District Attorney’s Office for review.
