On Friday April 6, 2019 Fairfield Police Officer’s Kennan Sievers and Ryan Parodi were working their shift as the designated DUI Enforcement Team. At approximately 12:00am Officer Sievers made a traffic enforcement stop on a female driver around the 1100 block of Texas Street. The driver told Officer Sievers that she had seen an individual in a black Honda Civic with a rifle in his car, in the parking lot of an apartment complex located in the 200 block of Pennsylvania Avenue. The driver said that she had just witnessed this and was concerned. Officer Sievers and Parodi made their way to the apartment complex to look for the individual and the rifle.
When both Officer’s pulled into the complex they immediately noticed an individual quickly exit the driver’s door of a parked black Honda Civic. Officer Sievers made contact with the individual to see if he lived in the complex while Officer Parodi looked through the driver’s window of the vehicle. Officer Parodi could clearly see a rifle leaning against the center console with the barrel facing down to the gas pedal.
A search of the vehicle produced an illegally possessed 7.62x39 caliber AK-47 rifle with one round in the chamber and 28 rounds loaded in the magazine seated in the rifle. The rifle was within reach of the driver and not concealed. The occupant in the vehicle denied ownership of the illegally possessed rifle claiming he knew nothing about it.
Arrested was 29 year old Fairfield resident Albert Buggs. Buggs was booked into Solano County Jail for numerous weapons violation charges, as well as a probation violation. Ironically Buggs is on active DUI probation; Buggs was not intoxicated or operating the vehicle at the time of his arrest.

Due to DUI Officer’s Sievers and Parodi following up on this lead they were able to remove a very dangerous illegally possessed rifle from our streets.
