East Cotati Ave DUI/DL Checkpoint - Two arrested for DUI

On Friday night, March 15, 2019, between the hours of 8:08pm and 1:11am Saturday morning, the Rohnert Park Department of Public Safety Traffic Team, Cotati Police Department and SSU Police conducted a DUI/DL checkpoint on East Cotati Ave at Santero Way.  The checkpoint was set up to screen eastbound drivers on East Cotati Ave. The purpose of this checkpoint operation was to inform the motoring public of the dangers associated with impaired driving. It was also to take enforcement action against impaired drivers and those driving with a suspended license or no license at all. 
 
A total of 833 vehicles passed through the checkpoint.  Of the vehicles that went through the checkpoint, 819 were screened by officers for signs of DUI, as well as for driver’s license checks.  A total of 39 drivers were directed into a nearby parking area for further contact with officers for either DUI evaluation or to confirm the status of their driver’s license. Of the drivers directed off the line for further evaluation, officers arrested or cited 7 drivers. Two (2) of those arrests were for DUI, Stephanie Dill (44 years old of Rohnert Park) and Richard Flournoy (64 years old of Santa Rosa).  Dill was arrested for her fourth DUI in four years, making this arrest a felony.  Flournoy was arrested for DUI and a subsequent felony charge of bringing narcotics into jail. Five (5) drivers were cited for driving without a license, and of them four were able to have a licensed driver take their car.  One car was towed because the driver parked in a nearby resident’s driveway while trying to avoid being contacted and they could not get a licensed driver to come get the car.  
 
This checkpoint was made possible by a grant from the California Office of Traffic Safety (OTS) provided to the Department of Public Safety. More checkpoints will be conducted throughout the year with these funds to continue the education of drivers to refrain from driving after consuming alcohol or drugs.
