* WINDS...Northwest 20 to 30 mph with gusts up to 50 mph.

* IMPACTS...Strong winds may blow down tree limbs and power lines. Scattered power outages are expected.
* ADDITIONAL DETAILS...With the ground saturated from previous rain, trees and power lines will be more susceptible to the adverse effects of strong winds.
