* WHAT...Rain changing to snow. Rapidly falling temperatures may create flash freeze conditions. Total snow accumulations of up to one inch expected over the lower elevations with 1 to 3 inches in the mountains.

* WHERE...Portions of southwest Virginia, northeast Kentucky and central, northeast, northern, southeast, southern and western West Virginia.

* WHEN...From 3 AM to 4 PM EST Tuesday.

* ADDITIONAL DETAILS...Plan on slick road conditions. The hazardous conditions could impact the morning commute.
