* WHERE...Portions of central, northern, northwest and southern New Jersey, east central and southeast Pennsylvania, northeast Maryland and central, northern and southern Delaware.

* WHEN...From 11 PM this evening to 1 PM EST Monday.

* ADDITIONAL DETAILS...The cold wind chills could cause frostbite on exposed skin in as little as 30 minutes.
