PCH & Encinal open in both directions; Decker Cyn Rd (SR 23) closed indefinitely 
Caltrans has reopened all traffic lanes on PCH in both directions from Malibu to Oxnard.
Encinal Cyn Rd was reopened earlier today between PCH and the Malibu city limits.
Rainsford Pl and Bonsall Dr remain closed at the Arizona crossing.
Decker Cyn Rd (SR 23) remains closed indefinitely. There is no estimate at this time when it will be reopened.
