Incident Summary
 
A Petaluma PD officer observed a white Nissan pickup purposefully swerving in and out of traffic lanes on East Washington Street.  The officer initiated a traffic enforcement stop for reckless driving and possible DUI investigation.  The Nissan initially stopped in the Petaluma Library parking lot.  As officers exited their patrol vehicle, the Nissan made a U-turn, passed the officers, and the driver made a hand gesture toward the officers.  Officers then initiated a pursuit after the Nissan failed to yield to the emergency lights and siren.
 
The Nissan proceeded to northbound Highway 101 and drove within the speed limit.  It eventually took the Old Redwood Highway off-ramp, where other officers were staged.  The Nissan yielded on Old Redwood Highway, just west of North McDowell Boulevard, and officers performed a high risk, felony vehicle stop.  The driver remained in the Nissan and refused officer’s orders to exit for approximately ten minutes.  The Nissan then fled again, southbound on North McDowell Boulevard with several officers following.  One officer was able to place spike strips in the roadway south of the pursuit.  The Nissan drove over the spikes, which flattened two tires and caused the vehicle to finally stop in the Deer Creek Village shopping center.
 
Again, officers performed a high-risk, felony stop and eventually arrested the driver, who was identified as Kosal Orm, without incident.  Officers evaluated him following the arrest and suspected a potential mental health issue over DUI.  Orm was booked into the Sonoma County Jail for evading, reckless driving, driving with an expired license, and delaying arrest.  No other motorists were involved, and no injuries occurred.
