Incident Summary
 
Petaluma PD received a frantic 9-1-1 call from a victim reporting her ex-boyfriend, Pedro Rivas-Morales, was attempting to break into her residence.  Officers arrived, but he had already fled the area.  A perimeter was established, as well as responding to his last known address.  He was not initially located.  However, he continued to call and text the victim while officers were at the residence.  He implied that he was watching her and officers.  Phone pings suggested he remained in the area.
 
The victim reported Rivas-Morales had been continuously stalking her, threatened to kill her, several incidents of domestic violence including strangulation, having a knife held to her throat, and several incidents of him either forcing his way into the residence or already being in it when she arrived home from work.  He did not have keys to the residence nor permission to enter. The victim was in so much fear, she applied extra security measures to her exterior and interior doors in an attempt to keep him from entering.  He was arrested for domestic violence involving the same victim several months prior, but no restraining orders were in place.  Due to her sustained fear, she had not reported these incidents, which had been increasing over the past month.
 
A final phone ping suggested Rivas-Morales was near downtown Petaluma.  Officers responded to the area and found him in his parked vehicle.  He was taken into custody without incident.  An emergency protective order and bail increase were sought and granted.  He was booked into the Sonoma County Jail on charges of stalking, domestic violence, burglary, assault with a deadly weapon, and outstanding arrest warrants.  He is being held on a $250,000.00 bail.
