DETAILS: Ptl. Robles initiated a stop on a silver 2014 Nissan sedan after observing Andrew Soto using his cell phone while driving. During the stop, Soto was found to be in possession of three (3) hypodermic needles without a prescription or medical necessity. Soto was processed at WWPD Headquarters and released pending a future date in West Windsor Municipal Court.

DETAILS: Ptl. Mahon and Ptl. LaForge responded to a single vehicle crash involving a driver who was in cardiac arrest, and where the following occurred: The 24 year old driver of a 2016 Subaru sedan slowly drove off of Alexander Rd. and onto the property of Artis Senior Living, where it struck some small trees and bushes and came to a stop in a shallow depression. There was only minor damage to the vehicle, and the crash was later determined to be a result of a cardiovascular event the driver had. Two Good Samaritans stopped to help; one ran into Artis to get help when the driver was found unresponsive. A nurse from Artis, immediately went to the driver and found he had no pulse and was not breathing. With the assistance of the other Good Samaritan, the driver was pulled out of the car, and the nurse began CPR. A short time later, Ptl. Mahon arrived on scene and took over CPR, followed by Ptl. LaForge who assisted by providing ventilation/oxygen using a bag valve mask. West Windsor Emergency Services and Capital Health Paramedics took over life-saving efforts when they arrived. Prior to the driver being transported to the hospital, he had regained a pulse and was breathing on his own. As of December 3rd, the driver was recovering at his home in East Windsor, NJ.

DETAILS: Ptl. Montgomery investigated the theft of a wallet where the following was reported: The 72 year old female victim was sitting in the Starbucks café area of the Barnes and Noble store, and had her purse hanging over the back of her chair for about two hours. When she went to leave, she noticed her purse was on the floor, and when she later went to retrieve her wallet while at the grocery store, she realized it had been stolen. Upon calling the banks to cancel her credit cards, she was told that two of them had been used fraudulently at a CVS and a Rite Aid.

Lai was detailed to a shoplifting at Ulta Beauty where the following occurred: A Hispanic female and a Hispanic male, both in their late 20’s to early 30’s, selected ten bottles of Chanel perfume (valued at $1,043.00) which they concealed into the purse the female was carrying. After one of the anti-theft alarm tags activated, the two suspects hurriedly left the store without paying for any of the items in the purse.

DETAILS: Ptl. Van Ness was detailed to the parking lot of the Best Buy on the report from a concerned citizen of a male in a gray Volkswagen who was “passed out” in the driver’s seat. The concerned citizen observed drugs in the drivers lap, woke the driver to make sure he was okay, but the driver drove away. Ptl. Van Ness intercepted the vehicle and stopped it. During the stop, Daniel Dangelo was found to be in possession of crack cocaine and a glass crack pipe. Dangelo also had active warrants for his arrest from Waterford Twp., Hightstown, and three from Hamilton Twp. Dangelo was processed at WWPD Headquarters and then transported to the Mercer County Correction Center.

DETAILS: Saleem K. Shields came to the West Windsor Police Department to get his vehicle out of impound. His vehicle was impounded on 11/21/18 because Shields was driving with a suspended license, and he was arrested for seven warrants from several different jurisdictions by Ptl. Buchanan #5109 (Incident #2018-30119). Shields presented an insurance card to Dispatcher Terzian who became suspect of its authenticity. Further investigation by Ptl. LaForge confirmed that the card was indeed fraudulent. Shields was processed at WWPD Headquarters and released pending a future date at West Windsor Municipal Court.

During the stop, Andrew Tarbay was determined to be DWI, and in possession of a hypodermic needle, a crack pipe and other paraphernalia associated with illicit drug use. A passenger in the vehicle, Carl Lawrence was found to be in possession of six decks of heroin, a crack pipe and other drug paraphernalia. Lawrence was also found to be a “Wanted” person on a Mercer County Sheriff’s warrant. Both Lawrence and Tarbay were processed at WWPD Headquarters. Tarbay was released pending a future date at West Windsor Municipal Court. Lawrence was transported to the Mercer County Correction Center.
