Green Bay Police Arrest a Man for 1st Degree Sexual Assault, Have Him Extradited All The Way From Laos

***Correction*** Choumemany appeared in court as scheduled at 2:30pm yesterday, Tuesday, November 13th. He is currently being held on a $500,000 cash bond. ***

Back on July 22nd, 2018, the Green Bay Police Department began investigating a 1st Degree Sexual Assault of a female that occurred in the 200 block of N Washington St. near the Citydeck in the early morning hours. Our investigation revealed that the subject involved in this crime was a 28 year old male Jimmy Choumemany. Charges were referred to the District Attorney’s Office and a warrant was subsequently issued for his arrest as we were not able to locate him at that time.

As the investigation unfolded, we discovered that the reason we could not initially locate him was that Choumemany had left not only the Green Bay area, but actually fled the United States, and traveled to Laos, near the City of Vientiane, on or around July 24th. It is believed he fled there as he has other family in that region. Given the serious nature of the crime, the Federal Bureau of Investigation was contacted to assist with confirming that he had fled the country and to request their assistance in locating him.

It was soon confirmed that he had exited the United States, entering into South Korea on July 25th 2018. From this last confirmed point of entry, his location was no longer known.

Through the combined efforts of Detective Jason Leick, the Green Bay Police Department, the FBI, the United States Marshals Service, and the Department of State Diplomatic Security Service out of Washington, D.C., contact was made with the Lao Interpol Liaison office, which led to the October 12th arrest of Jimmy Choumemany in the country of Laos where he was held until transport and proper extradition back to the United States could occur.

The ultimate goal for this case, as with any case, is to seek justice for the victim. She was viciously assaulted leaving behind physical, emotional, and psychological scars that may never go away. We remain committed to seeking justice for this victim, and couldn’t be happier to see Choumemany appear in front of a local judge to answer for these charges. He is scheduled to appear in court today, at 2:30pm.

This case is a textbook example of our dedication to pursue violent offenders, halfway across the globe if necessary. The Green Bay Police Department will work tirelessly alongside our state and federal partners to bring some closure to the victim of this crime, just as we will with victims of other crimes. We wish to express our sincere gratitude to our state, federal, and international law enforcement partners around the world for making this apprehension happen. These partnerships ensure that justice will be served and those responsible will be held to account.
