AT RISK MISSING PERSON: Frederick Celistan, Male/Black, 63 years old, suffers from medical conditions. 
The Arcadia Police Department is seeking the public's assistance in locating Frederick Celistan. Mr. Celistan is described as being 6 feet tall, 170 pounds, with black hair and brown eyes. He was last seen wearing a long sleeve blue fleece shirt, black pants and black shoes.
Mr. Celistan was last seen at his residence in the 700 block of West Duarte Road, in the City of Arcadia on November 2, 2018 at approximately 9 PM.
