Local Law Enforcement Agencies Conduct Sex Offender Operation

The Anderson Police Department's Problem Oriented Policing Unit teamed up with the Redding Police Department's Neighborhood Patrol Unit, the Shasta County Probation Department, the Shasta County Marshal's Officer, and the California Department of Corrections Adult Parole Unit to conduct a sex offender compliance operation in the City of Anderson and City of Redding.

The operation was modeled after the California Department of Corrections "Operation Boo." Operation Boo has been conducted across the state for the last twenty-five years. Parole Agents teamed up with their local law enforcement partners and went out to conduct compliance checks on thirty sex offenders in the cities of Anderson and Redding.

Sex Offenders on Parole are given special conditions on Halloween which include, a 5 p.m. to 10 p.m. curfew, all exterior lights of their homes must be turned off so that it looks as if no one is home, which discourages children from approaching, they cannot offer Halloween candy and no Halloween decorations are allowed.

Sex Offenders on Probation may have special conditions that prevent them from having contact with minors, being in places where minors are present or possessing pornography of any kind.

During the operation thirty compliance checks were contacted.

Three sex offenders were arrested during the operation.

Michael Lee Vaughn, age 55, of Shingletown, was arrested for violating the terms and conditions of his probation.

Donald Winzel Clovis Jr., age 55, of Anderson, was arrested on a warrant for his arrest and for failing to update his required registration information.

Sebastian Desean Frank Schneible, age 23, of Redding, was arrested for violating the terms and conditions of his probation.

All three subjects were booked into the Shasta County Jail.
