Constitutional Policing Advisor Recognized Nationally for her Commitment to Public Trust

The Los Angeles County Sheriff’s Department is pleased to announce a national award presented to Ms. Diana Teran by the National Association for Civilian Oversight of Law Enforcement (NACOLE) for her Contribution to Oversight of the criminal justice system. This recognition was given at the organization’s annual conference on Thursday, October 4, 2018 in St. Petersburg, Florida.
 
After more than twenty years of criminal law practice on both the prosecution and defense sides, Diana Teran switched to civilian oversight in 2010 when she joined the Office of Independent Review to help oversee the Los Angeles County Sheriff’s Department for the Los Angeles County Board of Supervisors. Five years later, when the Sheriff decided to create the position of Constitutional Policing Advisor (CPA), she was the first hire into the office. The idea behind the office of CPA was to have professionals with deep knowledge of law enforcement operations and criminal law to provide a civilian perspective on constitutional confinement, deputy discipline, and other key policy issues.
 
Since 2015, Ms. Teran has championed many strategic issues within the Department to ensure compliance with state and federal statutes, while guiding policy to strengthen public trust and transparency with the community. One of the key initiatives Ms. Teran has championed within LASD is compliance with Brady v. Maryland. Brady requires the prosecution to disclose impeaching evidence about law enforcement witnesses, which is a tricky issue in California due to state police officer privacy laws. With the support of Sheriff Jim McDonnell, Ms. Teran has created a new model of effective internal oversight for Los Angeles that allows for maintaining confidentiality without compromising the highest standards for accountability.
