Incident Summary
On October 18, 2018, at approximately 5:05 PM, officers responded to a business in the 400 block of Payran Street for a report of a subject, identified as Justin Mattos, who was causing a disturbance. 
 
The reporting party advised that Mattos had entered the business and took keys to a semi-truck belonging to the business.  Mattos entered one of the business’ semi-trucks attached to a trailer while officers were responding to the scene and attempted to steal it.  Mattos began to drive away in the stolen semi-truck but the trailer brakes had been previously disabled.  Mattos drove the semi-truck dragging the attached trailer a short distance before abandoning it and attempting to flee the area on foot.
 
Officers arrived on scene as Mattos was exiting the vehicle and beginning to flee.   Officers quickly took Mattos into custody without incident.  Mattos was placed under arrest for a violation of 10851(a) VC, vehicle theft, and later booked into custody at Sonoma County Jail.
