Crime Alert and Community Update Bulletin

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.

Notable Cases

On Monday, 10-08-18 at 7:03 a.m., Officer Andrade was dispatched to the Starbuck’s at Westlake Shopping Center on a report of a subject that had threatened to kill the reporting party, a security guard. Officer Andrade saw a subject who fit the description and was on a bicycle at John Daly Boulevard and Park Plaza Drive. The subject looked at the officer and then quickly rode his bicycle away from him. Officer Andrade was able to catch up to the subject and asked if he had gotten into an argument with anyone recently, and the subject said he got into an argument with the security officer. The subject, a 19-year old San Rafael resident, had an outstanding warrant for theft, possession of drug paraphernalia, and battery. Officer Andrade arrested him for the outstanding warrant, criminal threats and for possession of drug paraphernalia.

On Monday, 10-8-18 at 3:20 p.m., a 29-year old Daly City resident was arrested for driving under the influence after colliding with a parked fire engine at 90th Street and Edgeworth Street. There were no injuries.

On Wednesday, 10-10-18 at 10:01 p.m., a 40-year old Daly City resident was crossing the street in the crosswalk at John Daly Boulevard and Sheffield Drive when she was hit by a driver. A witness also crossing the street saw the victim roll off the hood of the vehicle after she was hit. The witness said the driver of vehicle then sped away from the scene. The victim was transported to San Francisco General Hospital where she was treated for injuries to her face and body, including bleeding, swelling, bruising, lacerations and road rash. Another witness was able to take a photo and captured the license plate of the suspect vehicle. Investigators were able to identify the vehicle and the owner, and on 10-17-18, they arrested the suspect, a 53-year old Daly City resident, for hit and run and for a suspended driver's license. The driver said he knew he had hit something but provided multiple excuses—saying it was either the curb, a pine cone or a racoon. We give a big thanks to a witness who chose to get involved and gave us the photo of the suspect vehicle to be able to catch this suspect.

On Wednesday, 10-10-18 at 10:23 p.m., a 25-year old San Francisco resident was arrested for public intoxication and resisting arrest following a verbal argument with his girlfriend at the Classic Bowling Center.

On Thursday, 10-11-18 at 1:00 p.m., a 14-year old Jefferson High School student tampered with a fire alarm at the school. The student had dye on his hands after activating the alarm. A petition is sought against the student for tampering with a fire alarm.

On Thursday, 10-11-18 at 2:24 p.m., Officer Jackson-Berrios was dispatched to the 400 block of Skyline Drive on a report of a suspicious person knocking on doors. The reporting party thought the subject may be casing houses. The officer contacted a subject matching the description. The subject said he was just knocking on doors because he because he had to use the restroom, and he also wanted to see if anyone had a room to rent. The 29-year old subject had a glass pipe used to smoke crystal methamphetamine in his possession and was arrested for that offense.

On Friday, 10-12-18 at 9:27 a.m., Officer Hightower was dispatched to the Krispy Kreme restaurant on a report of a man who was sleeping in the lobby. Officer Hightower met with a subject matching the description, and the male said he was waiting for a ride. The subject, a 47-year old Daly City resident, had an active warrant and was placed under arrest. When Officer Hightower searched the subject, he found a baggie containing a white crystalline substance and a pipe. The subject was cited for those offenses.

On Friday, 10-12-18 at 8:31 p.m., Officer Cain was on patrol in the Target parking lot and saw a subject walking by vehicles and shining his flashlight into them. The suspect admitted to having heroin in his jacket. Officer Cain arrested the subject, a 39-year old San Francisco resident, for possession of a controlled substance and for an outstanding warrant.

On Friday, 10-12-18 at 10:28 p.m., a 55-year old San Carlos resident was arrested for driving under the influence following a collision at Hickey Boulevard and Skyline Boulevard.

On Saturday, 10-13-18 at 9:32 p.m., Officer Cain was patrolling the area of Fairway Drive and South Mayfair Avenue and saw a female subject carrying several bags of luggage who appeared to be lost and walking in circles. When Officer Cain spoke with the subject, he said she appeared to be nervous and said she was trying to find her boyfriend. Officer Sunga arrived to assist, and Officer Cain asked the female if she had anything illegal in her possession. The subject admitted to having a hypodermic needle loaded with Fentanyl in her purse. Officer Cain cited the 30-year old female from San Francisco for possession of a controlled substance.

On Saturday, 10-13-18 at 11:21 p.m., officers were dispatched to a residence on the unit block of Cliffside Drive on a report of a suspicious person. The reporting party said she saw a subject behind her house who was walking around with a flashlight and appeared to be intoxicated. Officers contacted the subject and immediately recognized the subject was under the influence of a controlled substance, as the subject was speaking rapidly and was fidgeting. Officers placed the subject, a 29-year old San Francisco resident, under arrest for being under the influence of a controlled substance.

On Sunday, 10-14-18 at 4:51 p.m., multiple officers were dispatched to the 300 block of Accacia Street on a report of a subject with a knife. The reporting party told the dispatchers the individual with the knife was bleeding from the neck from what appeared to be a self-inflicted injury. The fire department treated the individual while Officer Gil and Officer Jackson spoke to a female who was crying hysterically and hyperventilating in a nearby garage. The female, a 26-year old San Jose resident, said she went to the rodeo with the suspect, her girlfriend of three years. She said they had an argument and continued to argue after they left the Cow Palace. They parked on Accacia Street and Martin Street, and the victim said the suspect, a 27-year old San Mateo resident, retrieved a knife from somewhere inside the vehicle and held it to the side of her neck. The victim said she put her hands up to her face to defend herself, and the suspect moved the knife in a slashing motion, subsequently cutting the victim’s hand. The victim said the suspect then placed the knife to her own neck and continued to yell at the victim. The victim said the suspect then punctured her own neck and saw blood. The victim feared for her life, fled the car and started screaming for help. The suspect was transported to San Francisco General Hospital to be treated for injuries and then was booked into the jail in Redwood City for attempted murder.

On Sunday, 10-14-18 at 7:47 p.m., Officer Bermudez and Sgt. Harrison were working at the Cow Palace for the rodeo/concert and were advised of an intoxicated female with a liquor bottle causing a disturbance on the main floor. The reporting party said the female was pushing and trying to hit other people with the bottle. The female was initially uncooperative with the officers and did not want to relinquish her bottle to them. The officers immediately recognized the female, a 43-year old Redwood City resident, was intoxicated and arrested her for disorderly conduct.

On Sunday, 10-14-18 at 8:45 p.m., Officer Yip was dispatched to the emergency room at San Francisco General Hospital on a report of a battery that occurred at a residence on the unit block of Lausanne Avenue. The reporting party, a 17-year old Daly City resident, said her friend whom she is currently in a dating relationship with was assaulted by her ex-boyfriend, a 16-year old Daly City resident. The suspect somehow entered the victim’s apartment, found the two together and punched the victim with a closed fist approximately 5-10 times. The suspect threw the victim on the floor, and the reporting party tried to intervene so the victim had a chance to escape. The suspect then kicked and strangled the victim. A neighbor broke up the fight, and the suspect, an 18-year old San Francisco resident, was arrested for attempted murder and burglary.

On Sunday, 10-14-18 at 9:20 p.m., Officer Cain was on patrol in the area of Longview Drive and Rockford Avenue when he was nearly hit head-on by a vehicle. Officer Cain contacted the driver and determined the subject was under the influence of marijuana. The officer arrested the driver, a 28-year old Daly City resident, for driving under the influence of drugs.


Robberies

There was one robbery during the past week.

On Sunday, 10-14-18 at 5:57 p.m., officers were dispatched to the Metro PCS store on Mission Street on a report of an armed robbery that just occurred. The 26-year old employee said an Asian male holding a firearm wrapped in a white bandana approached her at the counter and handed her a gray plastic bag, demanding her to give him all of the store’s iPhone X cell phones. The employee (victim) said she told the suspect that the store did not carry any iPhone X’s, and she said the suspect demanded her to give him all of the iPhones that the store had. The employee went to the back room of the store and placed a few iPhones in the bag. The victim said the suspect grabbed the bag and left the store. The victim described the suspect as an Asian male, mid 20’s, with a small mustache, wearing a green camouflage hooded sweatshirt and black sunglasses and had a tattoo over his left eyebrow and a tattoo under his right eye. This investigation is continuing.


Residential Burglaries

There was one residential burglary during the past week.

On Tuesday, 10-9-18 between 7:45 a.m. and 11:37 a.m., a residence on the unit block of MacDonald Avenue was burglarized by an unknown suspect who kicked in the front door. The suspects took jewelry.

Commercial Burglaries

There was one commercial burglary during the past week.

Some time on Tuesday, 10-09-18, an unknown suspect took money from the safe at the Joe’s of Westlake restaurant. This investigation is continuing.


Vehicle Burglaries

There were eleven vehicle burglaries during the past week.

• Serramonte Shopping Center parking lot near Crunch Fitness—a lunchbox was taken from the front passenger seat of a 2012 Honda CRV. The front passenger window was smashed. Occurred on 10-09-18 between 5:45 a.m. and 7:15 a.m.
• Garage at 850 Campus Drive—a bag containing tools was taken from a 2016 Subaru Impreza. The left rear window was smashed. Occurred between 5:00 p.m. on 10-08-18 and 11:00 a.m. on 10-09-18.
• Parking lot of Party City—a Louis Vuitton laptop bag containing an Apple MacBook Pro, a Samsung Note and $200 was taken from a 2018 Porsche Cayenne. The left front and left rear windows were smashed. Occurred on 10-09-18 between 7:55 p.m. and 8:09 p.m.
• Parking garage of 397 Imperial Way—a jacket, popcorn and soap were taken from a 2006 Honda Civic. The front passenger window was smashed. Occurred on 10-10-18 at 2:25 a.m. A witness saw a male walking away from the vehicle. The property was found nearby.
• 100 block of Alexander Avenue—a Samsonite briefcase containing sunglasses and miscellaneous paperwork was taken from a 2007 Toyota FJ Cruiser. The left rear window was smashed. Occurred between 9:30 p.m. on 10-09-18 and 5:52 a.m. on 10-10-18.
• Parking lot of Dollar Tree on Geneva Avenue—a purse containing miscellaneous property, passports, cash and sunglasses was taken from a 2018 Chevrolet Suburban. The front passenger window was smashed. Occurred on 10-13-18 between 1:10 p.m. and 1:15 p.m.
• Parking lot of Planet Fitness—an iPhone 8 and wallet containing $500 was taken from a 2014 Toyota Camry. The left rear window was smashed. Occurred on 10-12-18 between 6:15 a.m. and 7:00 a.m.
• Parking lot of Planet Fitness—nothing was taken from a 2018 Toyota CHR. The left rear window was smashed. Occurred on 10-12-18 between 6:15 a.m. and 7:00 a.m.
• Garage of 371 Imperial Way—$30 and paperwork was taken from a 1999 Mercedes MI430. The front passenger window was smashed. Occurred on 10-12-18 at an unknown time.
• Serramonte Shopping Center parking lot near Target—unknown details. Occurred on 10-13-18 between 2:55 p.m. and midnight.
• Canyon Drive/Polaris Way—suitcases, a backpack, sunglasses and camping gear were taken from a 2010 Mercedes ML350. The left rear and right rear windows were smashed. Occurred between 10:00 p.m. on 10-14-18 and 10:00 a.m. on 10-15-18.


Stolen Vehicles

There were two stolen vehicles during the past week. One was recovered.

• Unit block of Avalon Drive—a 1994 Honda Del Sol. Occurred between 12:00 p.m. on 10-09-18 and 10:00 a.m. on 10-10-18. **Recovered by San Francisco P.D. on 10-12-18.
• Evergreen Avenue/Mission Street—a 1991 Dodge Grand Caravan. Occurred between 6:00 p.m. on 10-12-18 and 11:00 p.m. on 10-13-18.

Miscellaneous

• We responded to 8 domestic disturbance cases
• There were 9 shoplifting incidents reported
• There were 3 cases involving an involuntary psychiatric hold
• There were 6 vandalism cases reported
• There were 3 hit and run collisions reported
• Our Police Assistants put “boots” on 3 vehicles


Scams/Other

Sweepstakes

On Friday, 10-12-18 at 4:20 p.m., a 21-year old Daly City resident reported he was the victim of a fraud. The victim explained that earlier in the morning, he received a phone call from an unknown number, and the caller told the victim he had just won $9,200. The victim said the caller gave him a telephone number to collect his prize. The victim said he called the number, and the person who answered the phone requested him to pay $200 to cover the taxes for his prize money. The subject told the victim to purchase a Google Play gift card and to provide the serial number. The subject instructed the victim to stay on the phone line until the transaction was complete. The victim purchased the card and gave the information to the suspect. A couple of hours later, the victim said he received another call saying that money wasn’t enough, and he needed to make another payment. This went on four more times until the victim paid $1,200 and realized he may have been scammed.


Community Events/Information

Public Safety Dispatch Centers in San Mateo County Now Able to Receive Text to 911 Emergency Calls for Service


Effective immediately, all San Mateo County Law Enforcement and Fire Agencies’ 911 Dispatch Centers are equipped to receive and respond to mobile phone SMS Text to 911 messages. All phones or devices must include a text or data plan, be text capable, and have their location services enabled to send a text message to 911.

Callers who cannot communicate verbally are now able to use the text to 911 service to request help directly from local public safety agencies. This technology directly benefits members of our deaf, hard of hearing and speech-impaired communities as they will now have a more efficient and effective way to request emergency services in times of need. Additionally, those who find themselves in a situation where it may be too dangerous to dial 911 will have another option to call for help during an emergency.

For the deaf, hard of hearing and speech-impaired communities, texting to 911 is always an acceptable way to contact 911 for help. Others should only use the text to 911 feature when speaking to a 911 Dispatcher is not possible or may place an individual at risk. Examples include a domestic abuse situation, an active shooter incident, or an incident that has caused injury resulting in an inability to speak. Otherwise, it is always best to dial 911 and speak with a dispatcher directly.

Here are some helpful tips when using the Text to 911 service:

• Always provide the exact location of the emergency

• Text messages should be brief and easy to understand

• Do not use abbreviations, emojis or slang

• Remember that the ability to send/receive images and videos is limited and often dependent on the cellular provider

• Texts can only be received in English at this time - this service will be available in additional languages in the near future

• Do not include others when texting to 9-1-1 (no group texting)
