To our Nixle subscribers: On 10/13/2018 at approximately 12:26 pm, SVPD officers responded to 1518 Patricia Ave. reference a suspect that had rammed his vehicle into another occupied vehicle in the parking lot of the River Ranch apartments and fled the area on foot. As the suspect fled, he was observed to be wearing a Corrections ankle monitor. The on-scene investigation revealed that the suspect, who was not a resident, was loitering in the parking lot in his vehicle and watching children within the complex greenbelt areas. He then motioned to an unaccompanied child to approach his vehicle, however the child ran to his apartment and notified his father. Both he and his father exited and saw the suspect driving away from them. The father followed the suspect in his own vehicle and confronted him near a closed exit gate. At this time the suspect turned his vehicle to face the father and intentionally rammed his vehicle causing moderate damage to both. The suspect then fled on foot into the wash area and out of sight. Officers contacted State Parole and were notified of a GPS hit in their area of Parolee Andrei Voishvillo (09/28/1987), a Registered Sex Offender. SVPD units formed a perimeter and later located S-Voishvillo near an apartment complex on First Street. He again attempted to flee but was taken into custody by numerous units without incident. He was booked at the Ventura County Main Jail on 245PC - Assault with a Deadly Weapon and 3056PC-Parole Violation.
