Narrative:
On September 29, 2018, at approximately 0035 hours, Thousand Oaks Police Department Patrol Deputies responded to a call for service regarding a domestic violence incident and a subject who had been shot as a result of the incident.  As deputies were responding, they encountered a subject, later identified as (S) Raphael Bhatti, who was associated with a vehicle parked on Moorpark Road just south of the 101 Freeway.  Bhatti was covered in blood and indicated he had just been shot by his girlfriend.  Deputies confirmed Bhatti suffered from a gunshot wound.  Additional deputies responded to the 300 block of Rolling Oaks Drive and contacted a female involved in the incident. 
 
Detectives with the Thousand Oaks Police Department’s Special Enforcement Unit responded to the scene and assisted in the investigation.  During the course of the investigation, investigators learned that the female subject was the victim of domestic violence and several other crimes as well.  Detectives learned that Bhatti had been in a dating relationship with the victim, and had held the victim against her will for several hours in the 300 block of Rolling Oaks Drive.  During the course of the evening, Bhatti battered the victim causing serious bodily injury, a violation of Penal Code 243(d), pointed a firearm at her and threatened to kill her, violations of Penal Code 245(a)(2) and Penal Code 422, used force to prevent the victim from leaving the residence, a violation of Penal Code 236, and sexually battered the victim, a violation of 243.4(a). 
 
During the course of the investigation, detectives determined Bhatti was from Virginia and had an extensive criminal history from Virginia and Maryland.  Detectives determined Bhatti was a convicted felon.  During a search of Bhatti’s residence, detectives located evidence consistent with the victim’s statement and two firearms.  Detectives determined one of the firearms had been reported as stolen from Prince William County, Virginia.  Based on their investigation, detectives determined Bhatti was also a convicted felon in possession of a firearm, a violation of Penal Code 29800(a)(1) PC.
 
The victim sustained numerous injuries as a result of the lengthy assault and was treated for her injuries at a local hospital.  Bhatti received serious but not life threatening injuries as a result from the gunshot wound.  Bhatti is continuing to receive medical care for his injuries, and has not been arrested for his involvement in the incident.  The investigation into the incident is ongoing.
