* At 1206 AM EDT, Doppler radar indicated heavy rain that will cause flooding. One to two inches of rain has already fallen.

* AFFECTED AREAS: BERKELEY, WV ... MORGAN, WV ... JEFFERSON, WV ... CARROLL, MD ... FREDERICK, VA ... WASHINGTON, MD ... FREDERICK, MD ... LOUDOUN, VA

Instructions:

Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious driving at night when it is harder to recognize the dangers of flooding. Be wary driving into any low areas.
