Incident Summary:
 
On Saturday, August 18, 2018 at approximately 3:45 pm a Petaluma Police Officer was flagged down near the intersection of Old Redwood Highway and North McDowell Blvd regarding a hit and run collision.  Moments later a second victim called 911 stating his vehicle had been hit near the intersection of Petaluma Blvd North and Stony Point Road and provided a similar suspect vehicle description.
 
Officers spotted the suspect vehicle as it passed the Petaluma Police Department.   While officers were attempting to catch up to the vehicle, but prior to initiating an enforcement stop, the vehicle accelerated to an estimated 60 MPH.  The vehicle collided into a parked box truck near the intersection of Petaluma Blvd North at Prospect Street.  The vehicle attempted to back up from beneath the truck in an attempt to flee but was unsuccessful as his vehicle was stuck.  Officers took the driver, who was identified as Jacky Shiuman Chow, into custody without incident. 
 
Chow exhibited signs and symptoms of being under the influence of alcohol.  His blood alcohol content was measured at .16%.  Chow was arrested for 23152(a) VC; Driving Under the Influence of alcohol; and two counts of 20002(a) VC; Hit and Run.
