The New York office of the NWS also says an isolated tornado or waterspout is possible. That office covers the five northeastern counties of New Jersey (Bergen, Essex, Hudson, Union and Passaic).
The area under the biggest threat for severe storms is northwestern New Jersey, including Sussex, Warren and parts of Morris, Passaic and Hunterdon counties. There is a marginal risk of thunderstorms in the western half of Salem, Gloucester, Camden, Burlington and Monmouth as well as throughout Mercer, Middlesex, Somerset, Essex, Union, Hudson and Bergen counties.
