Arrests in Evacuation Area

Law enforcement personnel that have been patrolling the evacuated areas have made several arrests over the past two days related to subjects who have been contacted in the evacuated areas.

On July 30th at approximately 720AM Gerald Earl Silva was contacted in the area of Napa Auto Parts in Upper Lake. Silva claimed to be homeless. He had been seen loitering behind Judy’s Junction Restaurant. Silva had rubber gloves in his pocket and also had a felony warrant for burglary. Silva was placed under arrest and booked into custody for being an Unauthorized Person in an Evacuated Area, Prowling, and the felony warrant.

On July 30th at approximately 9AM Paul Daniel Hannah, 46, of Nice was contacted in the area of Lakeview Drive and Hwy. 20 in Nice. Hannah was escorted out of the evacuated area. On July 31st at approximately 1020PM Hannah was again contacted riding a bicycle in the area of Lakeshore Drive and Sayre Avenue in Nice. Hannah was arrested for being an Unauthorized Person in an Evacuation Area and released on a citation.

On July 31st at approximately 130PM Jacob William Milner, 33, of Los Alamos was contacted near the Nice Post Office. Milner had been contacted earlier in the day stating he was in the area to help his mother who lived in Upper Lake. Milner was escorted out of the evacuated area and a case is being submitted to the Lake County District Attorney’s Office for being an Unauthorized Person in an Evacuation Area.

On July 31st at approximately 1245AM Bradley Stephen Bastian, 57, of Lakeport was contacted in the area of Riggs Road and Scotts Creek Road. Bastian’s residence was located at 1990 Bastian Court in Lakeport. Bastian had been contacted numerous times away from his property and warned to shelter in place or leave the evacuation area. Bastian was aggressive and verbally belligerent with officers during the contact. Bastian was arrested for being an Unauthorized Person in an Evacuation Area and released on a citation.

On July 31st at approximately 710AM William Kenneth Pimentel, 26, of Lucerne was contacted on Hammond Avenue in Nice. He was dressed in dark clothing and wearing a backpack. His backpack contained bolt cutters, flashlight, and rope. Pimentel was arrested and booked into custody for being an Unauthorized Person in an Evacuation Area, Possession of Burglary Tools, and a violation of probation.

On July 31st at approximately 740AM Charles William Pritchard, 36, of Lakeport was contacted walking on Hwy. 29 near Highland Springs Road in Lakeport. Pritchard had been warned numerous times to leave the area. Pritchard was arrested and released on a citation. The

Sheriff’s Office would like to remind the public that if they live in an evacuated area and have not evacuated, they are asked to stay at their property and shelter in place. This will help the law enforcement personnel patrolling the evacuated areas in determining people who should not be in the area and aid first responders with keeping roadways clear.
