Incident Summary:
 
On Thursday, July 26th, 2018 at approximately 4:05 pm Petaluma Police Officers were dispatched to the area of Saint Francis Drive at San Juan Way for a hit and run collision.  Upon arrival, officers located two vehicles with moderate damage.  It was determined the driver of the suspect vehicle, Matthew Phillips, fled the area on foot.  The driver of the other involved vehicle had minor injuries.  The victim driver was treated on scene and released.
 
Multiple officers set a perimeter in the area and began searching for Phillips.  PPD Dispatch received several calls from residents in the area advising they observed Phillips jumping over fences.  Phillips was located a short distance from the collision scene.  Phillips admitted to being the driver of the vehicle.  Phillips also admitted to fleeing the scene of the collision because he was scared.  It was determined Phillips caused the collision for a right of way violation.
  
Phillips exhibited signs and symptoms of being under the influence of narcotics.  Phillips was arrested for 23153(f) VC; Felony Driving Under the Influence, and 20001(a) VC; Felony Hit and Run.  Phillips, who was uninjured in the collision, was transported and booked into the Sonoma County Main Adult Detention Facility.  His bail is set at $100,000.00.
