News Story - Camarillo Child Endangerment Arrest

Nature of Incident: Felony Child Endangerment Arrest Report Number: RB #18-100300 Location: 3100 block of East Belair Court Camarillo, CA 93010 Date & Time: 06/29/2018 @ 10:30 am Unit(s) Responsible: Camarillo Special Enforcement Detail (S)uspects, (V)ictims, (Party), (D)ecedent City of Residence Age (S-1) Cynthia Castellanos Magallon (S-2) Carlos Castellanos Magallon Camarillo Camarillo 24 28 Narrative: The Camarillo Police Special Enforcement Detail arrested the mother of a five year old child for felony child endangerment and illegal drug charges after the child was found to be living in deplorable and dangerous conditions. These conditions included the child’s immediate access to drug paraphernalia, Heroin, Methamphetamine, and exposed house electrical wires. On June 29, 2018, at approximately 1030 hours, detectives from the Camarillo Police Special Enforcement Detail conducted probation search at a residence located in the 3100 block of East Belair Court. Upon arrival, deputies contacted probationers Cynthia Castellanos Magallon and her brother Carlos Castellanos Magallon inside the residence. Detectives were aware Cynthia and Brian are currently on probation for drug charges, with search terms. During the probation search, it was confirmed that Cynthia Magallon is the biological mother and care taker of her five year old child who was living at the residence at the time of the probation search. Both Cynthia Magallon and her brother Carlos Magallon were evaluated by deputies and it was determined they were under the influence of an illegal controlled substance. During a search of the residence, deputies discovered the interior of the residence to be under construction with dangerous exposed electrical wires and no safety measures in place to prevent the child to gain access. In addition, deputies located drug paraphernalia and illegal drugs which included Heroin and Methamphetamine, in living areas within the residence. Dangerous drug paraphernalia was also located in areas accessible to the 5 year old child. Because of these dangerous conditions, a Drug Endangered Child investigation was initiated and Ventura County Child Protective Services was contacted. Ventura County Child Protective Services responded to the residence and evaluated the child’s living conditions. Based upon the drug use occurring at the house and poor living conditions, Child Protective Service took the child into protective custody. Cynthia Magallon was arrested and booked into the Ventura County Pre-Trial Detention Facility for 11550(a) HS / Under the influence of a controlled substance, 11364 HS / Possession of drug paraphernalia, and 273a(a) PC / Felony Child Endangerment where she remains in custody with her bail set at $65,000. Carlos Magallon was arrested and booked into the Ventura County Pre-Trial Detention Facility for 11550(a) HS / Under the influence of a controlled substance and 11364 HS / Possession of drug paraphernalia where he remains in custody with a set bail of $25,000. A Drug Endangered Child (DEC) Investigation is a multi-disciplinary approach to utilize all county services to serve the best interests of drug-endangered children and break the cycle of abuse created by those criminals who make, sell and use illegal drugs.
