Incident Summary
 
On Sunday June 24th, 2018, Petaluma Police Detectives arrested 24 year old Brent Spivey of Southern California for travelling to Petaluma with the intent to have sex with a 13 year old female. This case was investigated by Detective Walt Spiller. The investigation began in March of 2018 when Detective Spiller investigated a case involving inappropriate communications with a minor.
 
During the investigation it was learned that Spivey had already travelled to Petaluma in December of 2017 and engaged in inappropriate sexual contact with the minor. Spivey had been communicating with the minor via social media. Detective Spiller, with permission of the victim’s parents, assumed the minor’s identity on the social media account, being mindful to communicate with Spivey and avoid any concerns of entrapment.
 
Over the next several months, Detective Spiller maintained communication with Spivey through the social media account. On a regular basis, Spivey would communicate with Detective Spiller and make inappropriate comments, discuss his desire to have sex with the minor, and he would send pornographic images of himself through the social media account.
 
On several occasions, Spivey would express his desire to travel to Sonoma County to engage in various sex acts with the minor, but he would cancel prior to the trip. During the past week, Spivey indicated he was prepared to return to Petaluma and meet with the victim again to have sex with her. He arrived in Petaluma in the early morning hours of June 24th. Detectives began surveillance in the area as Spivey was continuing to contact the social media account. Spivey was contacted sitting in a playground anticipating meeting with the minor victim. Instead, Petaluma detectives and patrol personnel approached and arrested Spivey. A search of the area was conducted of the area and detectives located a makeshift campsite in the creek bed where Spivey intended to meet with the victim for sexual purposes.
 
Spivey was arrested for 18 felony counts of suspected sex acts and attempted sex acts with a minor.  
 
This case serves as a reminder that parents should be proactive in the on-line safety of their children. In this day and age it’s important to remain vigilant when it comes to minors using social media. There is no evidence of additional victims in Sonoma County. Petaluma Police Detectives are continuing to investigate.
