Narrative:
 
On June 1, 2018, Detectives with the Thousand Oaks Police Department’s Special Enforcement Unit concluded their investigation into the illegal transfer of firearms by Robert and Anel Rubio. 
 
In January 2018, Detectives with the Ventura County Interagency Pharmaceutical Crimes Unit gained information that Robert Rubio was actively involved in illegal firearms activity, and shared this information with the Special Enforcement Unit. 
 
The Special Enforcement Unit conducted an investigation and determined Robert was prohibited from owning or possessing firearms or ammunition.  Detectives also determined that Robert had coordinated the illegal purchase of a firearm.
 
On June 1, 2018, Detectives with the Special Enforcement and Directed Enforcement Units located Robert in the 100 block of North Brent Street in the City of Ventura.  A short time later, detectives from both units located Anel Rubio in the area of Janss Road and Dover Avenue in the City of Thousand Oaks.  Detectives then served a search warrant at a residence associated with Robert and Anel, located in the 1000 block of Sheffield Place.  Detectives located a loaded firearm and evidence linking Robert to the firearm.  Robert Rubio was arrested for PC 27545 – Unlawful Transfer of a Firearm, PC 29800(a)(1) – Own/Control Firearm by Felon and PC 30305(a)(1) – Felon in Possession of Ammunition.  Robert was booked into the East Valley Jail, where his bail was set at $50,000.  Anel Rubio was arrested for PC 25135(b) – Firearm in Residence with Prohibited Person.  Anel was cited and released for the violation.
 
During the execution of the search warrant at the residence on Sheffield Place, Detectives contacted Oliver Willis, Rita Ayuso, Liseth Ayala and Ashley Vargas inside the residence.  Detectives also located a small amount of heroin, methamphetamine and drug paraphernalia.  All four subjects were arrested for narcotics related charges.
