On April 28, 2018, between 4PM and 2AM the following morning the Petaluma Police Department arrested eight (8) individuals for driving under the influence.
Henry Watchorn, of Inverness, was called in by a citizen after his vehicle was observed driving recklessly on D St. The vehicle was located in the area and stopped after the responding officer observed the Watchorn’s vehicle almost sideswipe six parked vehicle. Watchorn was administered field sobriety tests and determined to be in violation of 23152(a) VC, driving under the influence. His blood alcohol content was determined to be a 0.18 over double the legal limit.
Jose Ortega-Morales, of Petaluma, was called in by a citizen as a possible DUI driver. Officers responded to the area and attempted to conduct a traffic stop on a vehicle driven by Ortega-Morales after he was observed failing to stop for a stop light at an intersection. Despite the officer’s emergency lights and siren the vehicle failed to stop and continued driving for a few blocks. The vehicle eventually pulled over and officer’s contacted Ortega-Morales. Ortega-Morales denied drinking alcohol but admitted recently smoking marijuana. Ortega-Morales was administered field sobriety tests during which he was determined to be impaired. Ortega-Morales was arrested for a violation of 23152(a) VC, driving under the influence. Ortega-Morales was also determined to be unlicensed in violation of 12500(a) VC, driving without a license.
Zeno Salinas-Rurales, of Petaluma, was contacted after the vehicle he was driving was called in by a citizen as driving erratically all over the roadway. The citizen followed the vehicle while providing updates to responding officers and observed the vehicle collide with a curb in the area of Payran St and E. Washington St. Officers located the vehicle and attempted to stop the vehicle at E. Washington St. and S. McDowell Blvd. The vehicle failed to yield for the officer and continued driving until it eventually pulled over in the area of S. McDowell Blvd. and Maria Drive. Salinas-Rurales was contacted and appeared to be acutely intoxicated. Salinas-Rurales was administered field sobriety tests and ultimately arrested for a violation of 23152(a) VC, driving under the influence of alcohol. Salinas-Rurales was determined to have a blood alcohol content of 0.26 over four times the legal limit.
Guadalupe Maldonado, of Alameda, was contacted after his vehicle was reported as being unable to maintain lanes and driving off the side of the roadway on Petaluma Blvd. N. in the area of Petaluma Outlets. Officers located the vehicle driving on Petaluma Blvd. N. and conducted a traffic stop on the vehicle. Maldonado was contacted and denied drinking alcohol. Maldonado was administered field sobriety tests during which he demonstrated impairment. Maldonado was arrested for a violation of 23152(a) VC, driving under the influence of alcohol. Maldonado refused to perform all evidentiary alcohol tests. The investigating officer requested and was granted a search warrant to seize a sample of Maldonado’s blood.
Celia Peterson, of Santa Rosa, was pulled over after an officer observed her driving her vehicle in the area of Lakeville Street and Petaluma Blvd N. at 1030 PM. Peterson exhibited symptoms of being under the influence of alcohol and was administered field sobriety tests. Peterson was determined to be impaired and placed under arrest for 23152(a) VC, driving under the influence. Peterson’s blood alcohol content was later determined to be 0.14 almost twice the legal limit.
Carrie Sheehan, of Santa Rosa, was pulled over after an officer observing her commit a moving violation in the area of Industrial Drive and Petaluma Blvd. N. Sheehan exhibited symptoms of being under the influence of alcohol and was administered field sobriety tests. Sheehan was determined to be impaired and placed under arrest for 23152(a) VC, driving under the influence. Sheehan’s blood alcohol content was later determined to be 0.15 almost twice the legal limit.
Jose Herrera Salcedo, of Sonoma, was pulled over after an officer observed him make an illegal turn onto E. Washington St. from Water St. Salcedo exhibited symptoms of being under the influence of alcohol and was administered field sobriety tests. Salcedo was determined to under the influence of alcohol. A records check of Salcedo showed that he had a suspended license due to a prior DUI conviction and two warrants for narcotics offense and a DUI. Salcedo was placed under arrest for violations 23152(a) VC, driving under the influence, 14601.1(a) VC, driving with a suspended license, and the two outstanding warrants. Salcedo refused to perform all evidentiary alcohol tests. The investigating officer requested and was granted a search warrant to seize a sample of Salcedo’s blood.
Regan Ranoa, of Cotati, was pulled over after an officer observed an equipment violation on her vehicle. Upon contacting Ranoa the officer noted that she was exhibiting symptoms consistent with alcohol impairment. Ranoa admitted to consuming alcohol and was administered field sobriety tests. Ranoa was determined to be impaired and was arrested for a violation of 23152(a) VC, driving under the influence. Ranoa’s blood alcohol content was later determined to be a 0.12 and over the legal limit of 0.08.
According to the National Highway Traffic Safety Administration (NHTSA) every 50 minutes someone in the United States dies as a result of alcohol-impaired vehicle crash. Annually, drunk-driving crashes claim more than 10,000 lives.
In anticipation of many community members celebrating Cinco de Mayo, with alcohol, this coming weekend, the Petaluma Police Department would like to remind everyone to drink responsibly. If you intend on drinking, plan ahead, and make arrangements for a safe ride home. Drive sober or get pulled over!
