San Bernardino County Human Trafficking Task Force arrest two for Human Trafficking & Pandering of a minor

DATE/TIME: April 20, 2018/2:45 pm

INCIDENT: Human Trafficking & Pandering of a Minor

LOCATION: 500 Block of N. G St. San Bernardino

SUSPECTS: #1- Matthew Fraise, a 24-year-old male resident of Colton, #2- Stacey Salgado, a 27-year-old female resident of Colton

VICTIMS: Confidential, 17-year-old female from San Bernardino County

SUMMARY: On April 20, 2018, at about 3:10 pm, investigators from the San Bernardino County Human Trafficking Task Force responded to assist officers from the San Bernardino Police Department, who had detained two adults and a female juvenile, suspected of being involved in prostitution. Initially, a SBPD detective had seen the juvenile victim, nearly struck and ran over by the driver of a vehicle, near the area of Spruce Street and G Street in downtown San Bernardino. As a result, officers initiated an enforcement stop on the vehicle, identifying the driver as Matthew Fraise and the passenger as Stacey Salgado. Officers had also contacted the victim to determine the cause of the near collision. While speaking to all three parties, officers determined the collision was an intentional act by Fraise and possibly related to ongoing prostitution in the area. Additionally, officers had identified the juvenile as a possible victim of Human Trafficking. All three were transported to the San Bernardino Police Department for an additional interview.
An investigator from the Human Trafficking Task Force interviewed all three parties while at the police station. During their interviews, the investigator discovered information that determined Fraise was currently pandering Salgado and that both were attempting to force the juvenile to work as a prostitute for them. The victim refused, and an argument ensued. Shortly after, Fraise arrived in a vehicle, picked up Salgado and before leaving the area, tried to run down the victim as she walked along the roadway.
As a result, Fraise and Salgado were arrested and booked into San Bernardino Central Detention Center for Felony Pandering and Human Trafficking of a Minor. Both are being held in lieu of $150,000 each. The victim was provided services and later booked into San Bernardino County Juvenile Hall on an outstanding arrest warrant.
The San Bernardino County Human Trafficking Task Force is made up of investigators from the San Bernardino County Sheriff's Department, San Bernardino County District Attorney's Office, San Bernardino Police Department, Ontario Police Department, San Bernardino Unified School District Police, California State Parole, Office of Homeland Security and the Federal Bureau of Investigation.
