Petaluma PD Detectives make arrests for Manslaughter and Child Endangerment.

Location:                    20 block of Vallejo Street, Petaluma
           
Incident Summary:
 
On the listed date and time Petaluma PD and Petaluma FD were dispatched to medical call in the 20 block of Vallejo Street.  The Reporting Party had just woken up and reported that a roommate’s friend was possibly having a seizure.  The Report Party said his roommate and another friend were trying to put the victim in a car.  The Reporting Party exited his house, saw that the victim appeared not to be breathing and requested an ambulance.  The first officer on scene found the victim unconscious.  The victim was transported to Petaluma Valley Hospital.  The victim was determined to be 16 years old and pronounced deceased at 5:09 AM.  The preliminary cause of death appeared to be from a drug overdose.  Officers had contacted Suspect Harrison, who resided at the residence.  Officers were able to determine that Harrison was in possession of a loaded syringe and a loaded firearm, which were found at the residence.  Suspect Foernsler, who was a friend of Suspect Harrison, was also contacted at the residence.  She originally gave the officers a false name and said she was the victim’s cousin.  During an interview with Detectives, she admitted giving a false name because she had outstanding warrants for her arrest and identified herself as the victim’s mother.  Foernsler knew the victim was in possession of Xanax that contained Fentanyl.  Suspect Foernsler also appeared to be under the influence of a narcotic.  During an interview with Detectives, Suspect Harrison admitted he had knowledge that the victim had Xanax, possibly containing Fentanyl in his possession. When the victim began to suffer from an overdose, Suspect Harrison, did not call for medical help.  Suspect Harrison, was also suspected to be under the influence of a narcotic. 
 
Both Suspect Harrison and Suspect Foernsler were arrested and transported to County Jail.  Suspect Harrison was booked for Child Endangerment, being under the influence of narcotics and possession of a loaded firearm, while possessing narcotics.  Suspect Foernsler was booked for Manslaughter, Child Endangerment, and two outstanding warrants for robbery.  The victim’s name is not being released at this time.  Anyone with information about the incident is asked to contact Detective Walt Spiller at 707-778-4372.   
 
This was the third narcotic related overdose call since Friday that Petaluma PD and Petaluma FD have responded to.  In the past 6 months, there have been 19 other narcotic related overdose calls, of which 3 resulted in deaths.  A majority of these incidents are heroin overdose related.  The department is also seeing an increase in Fentanyl related medical emergencies.  Fentanyl is a powerful pain medicine that could be lethal if improperly used or handled.
