Incident: Repeat DUI Offender arrested in Petaluma

Location: Near Petaluma City limits on Lakeville Hwy.
Suspect: Jervis Hines, 37 year old male resident from Vallejo.
Incident Summary:
On Thursday April 12, 2018 at approximately 9:40 am Petaluma Police Dispatch received a call from a citizen reporting a DUI driver who was traveling westbound on Lakeville Highway toward Petaluma. The reporting party told dispatch the driver who was driving a black Chevrolet Malibu was driving over solid double yellow lines and nearly driving off the roadway of Lakeville Highway. The reporting party saw the driver stop near the area of 3900 Lakeville Highway which is in the city of Petaluma, get out of his vehicle and urinate. Officers arrived shortly after and detained the driver.
The driver was identified as Jervis Hines from Vallejo. Hines told officers he was on his way to work at Petaluma Poultry located on Lakeville Highway from Vallejo. Hines appeared extremely intoxicated and was put through a series of field sobriety tests which he performed poorly on.
Hines was placed under arrest for DUI and transported to the Petaluma Police Department where he performed an evidentiary breath test. The result of the test showed his blood alcohol level to be .35 BAC. well above the legal limit of .08 in the State of California.
Hines is on probation for a prior DUI conviction. Part of his probation terms is to not drive without an interlock ignition device which would check to ensure he did not have alcohol in his system prior to allowing the car he is driving start. Hines car was not equipped with the device.
Hines driver’s license is also suspended due to the previous DUI. Hines was booked into the Sonoma County Jail for DUI, driving with a blood alcohol level greater than .08, driving on a suspended driver’s license, driving a vehicle without an interlock ignition device and violation of probation.
The Petaluma Police Department thanks the citizen for calling this dangerous driver into police and assisting us with getting him off the roadway. Motorists are always encouraged to call 911 or their local police department when they see someone driving they believe might be under the influence of alcohol or drugs.
