Narrative:
On March 18, 2018, a Chevrolet Sport Utility Vehicle was stolen from the front of a residence located in the 100 block of Tarkio Street in the City of Thousand Oaks. The vehicle was subsequently recovered on March 19, 2018, approximately two miles away from where it was stolen. Upon its recovery, deputies discovered several item of personnel property that appeared to be stolen from other victims.

Also on March 19, 2018, Thousand Oaks Volunteers in Policing took a theft from a vehicle report which occurred on West Sidlee Street, Thousand Oaks. The victim reported someone had entered his unlocked vehicle and stole several items of personal property. Among the items stolen was the victim’s prescription medication. Patrol deputies were able to identify some of the property located in the stolen SUV as belonging to the victim on Sidlee Street.

On March 20, 2018, at approximately 0327 hours, a Thousand Oaks deputy was patrolling the area of Columbia Road and Triangle Street when the deputy observed a suspicious subject. The subject was identified as Lindsey Banner. Upon contact with Banner, the deputy determined he was under the influence of a controlled substance and was arrested. A search of Banner’s person revealed he was in possession of the prescription medication stolen from Sidlee Street. In addition, Banner was in possession of two ignition keys belonging to two different vehicles. Banner was booked into the Ventura County Jail for being under the influence of a controlled substance and being in possession of prescription medication not prescribed to him.

The Thousand Oaks Police Auto Crimes Unit conducted a follow up investigation regarding the stolen vehicle and theft from vehicle cases. Detectives identified one of the keys in Banner’s possession as belonging to the stolen Chevrolet Sport Utility Vehicle that was stolen on March 18th. Investigators searched Banner’s residence and discovered additional property belonging to the victim on Sidlee Street.

On March 21, 2018, Banner was booked into the Ventura County Main Jail for violating Vehicle Code Section 10851(a) / Vehicle Theft and Penal Code Section 496(a) / Possession of Stolen Property. He remains in custody awaiting trial with a bail of $25,000.
