Narrative:
On February 11, 2018, Thousand Oaks Police Department Patrol Deputies responded to a call for service regarding an incident that occurred in the 800 block of Warwick Avenue. During the initial investigation, patrol deputies determined an unknown male suspect challenged two victims about their gang affiliations and threatened to have other gang members assault the victims. The victims were in sustained fear that the suspect would carry out his threats.

Detectives with the Thousand Oaks Police Department’s Special Enforcement Unit assumed the investigation and were able to identify the suspect as Marcelo Roque, who was a known and documented gang member residing in the City of Thousand Oaks. Detectives determined Roque was on active parole with the California Department of Corrections and Rehabilitation for California Penal Codes 245(a)(1) – Assault With a Deadly Weapon, By Means Likely to Produce Great Bodily Injury and 186.22(b)(1) – Special Allegation of Street Terrorism.

During the course of their investigation, detectives were able to establish probable cause to arrest Roque for Penal Code 422 – Criminal Threats and 186.22(b)(1)(B) – Special Allegation of Street Terrorism.

On March 13, 2018, detectives with the Special Enforcement Unit and deputies with the Directed Enforcement Unit located and arrested Roque in the 6000 block of Condor Drive in the City of Moorpark. Roque was booked into the East Valley Jail for the listed charges and a parole hold.
