On 3/5/18 at approximately 0356 hrs., Officer Dan Kalbacher was on patrol in the area of Alamo St. and Stearns St. in the City of Simi Valley. He noticed a motorcyclist with a passenger traveling toward him at a high rate of speed. He estimated the speed to be approximately 70 mph, which was confirmed by his police unit's radar. Officer Kalbacher made a U-turn in order to initiate a traffic stop on the motorcyclist. As Officer Kalbacher began to gain on the motorcyclist, its speed had reached near 100 mph. When the motorcyclist reached Yosemite Ave., he failed to stop and subsequently collided into a concrete fence. This caused he and his passenger to be thrown from the motorcycle. During the investigation, it was learned that the driver of the motorcycle, Jeremy Smith (2/20/87) and his passenger Randi Horne (10-17-90) had significant injuries. Both were transported to nearby hospitals. Smith sustained a fractured clavicle and a fractured scapula. Horne sustained a broken arm, a punctured lung and a broken rib. The investigation also revealed that Smith had been driving under the influence of alcohol and he was placed under arrest. Since the crash resulted in an injury to his passenger, he was charged with 23153 a VC, Felony DUI. He was subsequently booked at the Ventura County Jail.
