In anticipation of the second significant winter storm of the season, the National Weather Service (NOAA) is anticipating a moderate to severe rain event starting in the early hours of Friday, March 2nd. In response to this information, the City of Duarte’s Fish Fire Impact Area is moving to the Yellow Alert level starting March 1st at 7:00 a.m.  Rainfall rates in the Duarte area may go up to .5 inch per hour for a total rainfall of up to 1.5 inches for the storm.  Based on past experience, this could trigger debris flows in the Fish Fire Impact Area.
 
In preparation for this potential occurrence, the City of Duarte staff will be placing warning notices on all vehicles parked within the impact area beginning at 7 am on March 1st.  The City of Duarte’s Emergency Operations Center (EOC) will also go into operation and will remain open and operational through any necessary clean up efforts. Additionally, Duarte Transit will not be in operation in the Fish Fires Impact Area on Friday and Saturday. No street closures or evacuations are anticipated. Additionally, Burrtec will be servicing the Fish Fire Impact Area per normal schedule on Friday, March 2^nd.  However, residents with k-rails are asked to put trash and recycle bins on driveway aprons only, a minimum of 3 ft. away from any vehicle. Residents without k-rails can place their trash cans at either the curb or on the driveway apron.  
 
The City of Duarte always encourages residents in the Fish Fire Impact area to prepare BEFORE the storm. Unfilled sandbags and sand are also available at the Los Angeles County Fire Station Department 44, located at 1105 Highland Avenue in the rear area 24/7. 
 
Residents are asked to contact Temple Sheriff’s Station for emergency and non-emergency requests at 626-285-7171 through the weekend. Public Safety phones will also be open from 7:30 to 4:00 pm Friday and Saturday, March 2 and 3 at 626-357-7938.
 
During the Yellow Level residents are advised to plan ahead and follow the below protocols:
 

• Intermittent street closures may occur to facilitate clean up and equipment mobilization.
• Affected Residents, will need to move vehicles outside of the impact area.
• Rain-related parking restrictions in effect.
• Residents directed to remove vehicles, trash bins, and other obstructions from streets and/or travel lanes, as they will be subject to tow or removal by authorities.  

 
In the event of minor debris, the City’s Public Works Department will work to clear the streets to facilitate local access and emergency vehicles.  A more in depth clean up, facilitated by the City’s contractor Sully Miller, consisting of brooming and street sweeping will continue afterwards.
