Crime Alert and Community Update Bulletin

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.

Notable Cases

On Monday, 01-22-18 at 3:45 p.m., a 17-year old Westmoor High School student used a lighter to set fire to a garbage can at the school, which caused the activation of the fire alarm and the evacuation of staff and students from the school. The fire was extinguished by a school staff member, and a complaint is sought against the student.

On Monday, 01-22-18 at 4:12 p.m., officers were dispatched to the Burlington Coat Factory store on a report of a subject who was shoplifting. Store personnel signed a private person’s arrest charging the 51-year old San Francisco resident with trespassing. The subject was also found to be in possession of heroin and methamphetamine. He was cited for all three offenses.

On Tuesday, 01-23-18 at 3:30 p.m., a 24-year old Daly City resident had just parked his vehicle at the Westlake Shopping Center and was walking towards the Fitness 19 when he was approached by a female subject who said she was a hospice nurse. The subject asked the victim for his help to cash a check that she had. She told the victim she lost her wallet that had her identification, and the bank would not let her cash the check. The victim said the subject sounded like a decent person and agreed to assist her. The victim said the subject showed him a partially completed personal check but the “Pay to the Order of” line was blank, and the amount of $1,300 and signature was completed. The victim told the suspect his name and she wrote it in the “Pay to the Order of” line, and they walked into the San Mateo Credit Union to cash the check. The victim then gave the suspect $1,300 in cash. The suspect gave the victim her phone number, and they parted ways. The victim said a week later he tried to use his ATM, and the transaction was denied. The victim said his bank said the check was fraudulent. This investigation is continuing.
On Wednesday, 01-24-18 at 3:31 a.m., officers were dispatched to the Westlake Shopping Center near Trader Joe’s on a report of an assault that just occurred. The victim said he works for a property service and was conducting cleaning of the Ross parking garage. He said he was on the third floor on the northeast corner by the stairwell #4 when he exited his street sweeper to manually clean soot. The victim said he had his back towards the stairwell door when he heard the door open. He said he then saw two shadows and began to turn around. The victim said as he turned around, he was sprayed with spray paint on his face and cut with an unknown type of knife on his right forearm, abdomen and left thigh. The victim could only describe the suspects as wearing black hooded sweatshirts and dark colored pants. The victim declined medical attention. This investigation is continuing.

On Thursday, 01-25-18 at 5:57 p.m., officers were dispatched to a hit and run in the area of John Daly Boulevard and Poncetta Drive. The reporting party was able to obtain a license plate of the vehicle. Officer Todaro advised he was at the vehicle owner’s residence and was talking to the driver of the vehicle that was involved in the collision. Officer Ortiz assisted Officer Todaro after he placed the driver, a 73-year old female Daly City resident, under arrest. The subject was yelling profanities at Officer Todaro and kicked him in the leg before she was placed into the patrol car. She was then arrested for driving under the influence, hit and run, and assault on a peace officer.

On Thursday, 01-25-18 at 8:42 p.m., a 32-year old Pacifica resident was arrested for driving under the influence of alcohol, driving under the influence of alcohol causing bodily injury, child cruelty, driving with a suspended driver's license and for a probation violation following a vehicle collision on the 200 block of Fairlawn Avenue. A one year old toddler was sitting on the driver’s lap when the officers arrived on scene. The driver had three past DUI’s and is currently on court probation for driving under the influence. The toddler sustained head injuries and was taken to San Francisco General Hospital.

On Friday, 01-26-18 at 8:24 p.m., officers were dispatched to Nordstrom Rack on the report of female who was walking to different stores trying to use a fake $100 bill. The officers found the subject, a 29-year old Oakland resident, and arrested her for forgery, commercial burglary, identity theft and for two outstanding warrants.

On Saturday, 01-27-18 at 6:50 a.m., Officer Mendiara and Officer Collins were dispatched the unit block of Lausanne Avenue on a report of an unresponsive male asleep at the wheel. The officers found a subject in the driver’s seat with the vehicle running, the gear in drive, and the subject’s foot on the brake pedal. A partially full beer can was visible in the center console. After minutes of knocking on the window, officers were able to wake up the subject and had him step out of the vehicle. After officers conducted field sobriety tests on the subject, a 24-year old Daly City resident, they arrested him for driving under the influence of alcohol, driving under the influence of alcohol with a blood alcohol content greater than .08%, and for possession of an open alcohol container in a vehicle.

On Saturday, 01-27-18 at approximately 5:50 p.m., Officer Hyink was dispatched to the Loop Gas station on Hillside Boulevard on the report of a subject who appeared to under the influence of drugs, as he was yelling and trying to fight people. The officer said he saw the subject talking to himself out loud and had a difficult time standing still. Officer Hyink asked the subject if he had used drugs recently, and the subject, a 33-year old Pacifica resident, admitted to using methamphetamine a couple of days prior. The subject was still under the influence and was arrested for being under the influence of a controlled substance.


Robberies

There were three robberies during the past week.

On Saturday, 01-27-18, Officer Premenko and Officer Ciucci were dispatched to the Taco Bell restaurant on Mission Street on a report of a verbal argument. The victim, an employee of the restaurant, said a subject tried to force his way into the restaurant via the south double doors. The 59-year old victim said he attempted to prevent the subject from entering the restaurant due to the subject’s irrational behavior. The victim said the subject threatened to punch him and took his reading glasses from his person and ran northbound on Mission Street. Officer Brenes and Officer Sunga located a subject matching the description at the corner of Mission Street and Bismark Street. The subject had the victim’s glasses in his possession. The subject, a 34-year old Daly City resident, was arrested for robbery and for disorderly conduct.

On Sunday, 01-28-18 at 12:12 a.m., officers were dispatched to the area of Hillcrest Drive and Mission Circle on a report of a just occurred strong armed robbery by two male subjects accompanied by two female subjects. The victim, a 36-year old Uber driver, said he received a pick up request in the area of Hillcrest Drive and the subjects entered through the rear passenger door. The victim said the female subject told him her cell phone was dead and wanted to change the drop off location. The victim said he could not change the drop off location and would have to request another Uber with the updated location. The victim said one male subject became angry and an argument ensued. The victim said the male subject punched him on the right side of his face. The victim said he exited the vehicle, and once he did, the second male subject exited the vehicle and pushed him onto the ground. The victim said while he was on the ground, he saw one of the subjects reach into his vehicle and grab his iPhone. The subjects then ran westbound on Hillcrest Drive. The victim described the first subject as a black male, early 20’s, approximately 6’0, with a thin build, wearing a red sleeveless jacket, blue jeans and had long puffy curly hair. The victim described the second subject as a black male, early 20’s, with a thin build and wearing a black jacket. The two females were only described as black females in their early 20’s. This investigation is continuing.

On Sunday, 01-28-18 at approximately 9:10 p.m., a 49-year old Daly City resident was the victim of a robbery and battery causing serious bodily injury by three unknown subjects. The victim said she got off the MUNI bus and was wearing earphones and listening to music while walking to her residence on the 100 block of Acton Street. The victim noticed a car stop on the street beside her, and as she continued to walk, the vehicle eventually passed her. She said someone then hit her on the head, causing her to fall to the ground and briefly lose consciousness. The subjects then stole the victim’s cell phone and purse. The suspects were last seen entering a new model black Honda Accord and fled the area. The victim described the suspect who took her purse as a dark skinned black female, approximately 5’10”, with a heavy build and her hair pulled back. This investigation is continuing.


Residential Burglaries

There was one residential burglary during the past week.

On Friday, 01-26-18 at 8:17 a.m., a residence on the 300 block of Bay Ridge Drive was burglarized by two subjects. The 63-year old victim said she was inside her home when she heard a loud bang coming from the upstairs bedroom door to the backyard. She thought a family member had forgotten something, and when she got to the door, she noticed two male subjects standing outside the door. The victim described both subjects as being stocky, wearing black hooded sweatshirts with the hoods up, medium skin tone and were possibly Hispanic. The victim said one suspect was using his body to slam against the door to force it open. The victim said when the suspects saw her, they stopped their attempt and left the yard. The victim was unsure of what to do and waited 30 minutes before reporting the incident. There was no loss.


Commercial Burglaries

There were no commercial burglaries during the past week.


Vehicle Burglaries

There were nine vehicle burglaries and two attempted vehicle burglaries during the past week.

• Westlake Shopping Center near Safeway—luggage was taken from a 2007 Mercury Mariner. The left rear window was smashed. Occurred on 01-22-18 between 5:05 p.m. and 5:15 p.m. **On-line report made.
• 2000 block of Ocean View Avenue—golf clubs were taken from a 2004 Lexus RX330. The rear window was smashed. Occurred before 7:00 a.m. on 01-23-18. **On-line report made.
• In N Out Burger parking lot on Gellert Boulevard—a bag was taken from a 2017 Toyota Camry. An unknown window was smashed. Occurred on 01-24-18 between 8:30 p.m. and 9:30 p.m. **On-line report made.
• Serramonte Shopping Center near California Fish Grill—an umbrella, gym bag and a backpack containing a laptop was taken from a 2018 Volkswagen Golf. Occurred on 01-24-18 between 8:45 p.m. and 8:54 p.m. **On-line report made.
• Starbucks on Gellert Boulevard—nothing was taken from a 2016 Scion IM. The right rear window was smashed. Occurred on 01-24-18 between 8:46 p.m. and 9:25 p.m. **On-line report made.
• Planet Fitness parking lot—two emergency backpacks were taken from a 2011 Ford Explorer. The left rear window was smashed. Occurred on 01-24-18 between 7:30 p.m. and 9:30 p.m. **On-line report made.
• 800 block of St. Francis Boulevard—a dash cam was taken from a 2013 Lexus ES300H. The left front window and left rear window was smashed Occurred between 11:00 p.m. on 01-25-18 and midnight on 01-26-18. **On-line report made.
• Callan Boulevard/Southgate Avenue—a backpack was taken from a 2010 Toyota Camry. The right rear window was smashed. Occurred between 6:50 p.m. on 01-26-18 and 12:37 a.m. on 01-27-18.
• Serramonte Shopping Center parking garage (2nd floor)—the vehicle registration, insurance paperwork and DMV paperwork was taken from a 2000 Honda Civic. The left front window was smashed. Occurred between 9:20 a.m. on 01-26-18 and 1:48 a.m. on 01-27-18. **On-line report made.
• Outback Restaurant parking lot—an attempted burglary to a 2015 Mazda 3. Occurred on 01-24-18 between 9:30 p.m. and 10:40 p.m.
• Callan Boulevard/Southgate Avenue—an attempted burglary to a 2007 Honda Civic. Occurred between 6:45 p.m. on 01-26-18 and 2:05 a.m. on 01-27-18.


Stolen Vehicles

There were two vehicles stolen during the past week.

• 1000 block of San Antonio Circle—a 2000 Honda CBR motorcycle. Occurred between 7:00 p.m. on 01-23-18 and 7:30 a.m. on 01-24-18. **Recovered by San Bruno P.D. on 01-29-18.
• Unit block of Poncetta Drive—a 2013 Toyota Avalon. Occurred between 4:00 p.m. on 01-24-18 and 10:10 p.m. on 01-31-18.


Miscellaneous

• We responded to 4 domestic disturbance cases
• There were 11 cases involving an involuntary psychiatric hold
• There were 10 vandalism cases reported
• There were 4 hit and run collisions reported






Scams/Other

Beijing/Shanghai Police Scam

This is a new one to me. On Tuesday, 01-23-18, a 65-year old Daly City resident reported he received a call from a male who identified himself as an Officer of the Beijing Police. The caller told the victim that he was being investigated for a crime involving fraudulent money and needed to send money to Shanghai, China before 01-27-18 or he would be arrested by the San Francisco Police Department. The caller told the victim that if he did not pay the money, he would be arrested the next time he went Shanghai and would spend 90 days in jail. The caller transferred the victim to another male who said he was a lawyer in Shanghai who worked for the “Chinese Supreme People’s Procuratorate”. The “lawyer” told the victim he needed to pay $12,000 in order to not be in trouble and go to jail. The victim asked what the fraudulent money was for, and the “lawyer” stated an account had been opened in his name using his passport. The “lawyer” told the victim that a male named “Zhong Bin” was now in jail because of the fraudulent money. The “lawyer” told the victim that “Mr. Bin” told the Shanghai Police that he and the victim were working together, and they made $2,800,000. The “lawyer” told the victim the Chinese government wanted to make sure the money was not fraudulent and told the “lawyer” that they would review the money. After the government reviewed the money, the “lawyer” said the money would be returned in three to seven days. The victim feared he would be arrested if he did not transfer the money. The “lawyer” instructed the victim not to hang up the phone and talked to him the entire time while he was inside the bank. The victim then transferred $12,000 to a Citibank in Hong Kong. The victim later realized he was scammed, and it was too late to stop the transfer. I know this all sounds so confusing. All I can say is that these scammers are very good at what they do. Please be careful.

Computer scam

Here’s another new one to us! On Thursday, 01-25-18 at 10:00 a.m., a 78-year old Daly City resident said he received a call from a subject named “Michael Williams” who told him he was due a $300 refund, but he had to pay $150 to get the check. The victim agreed to pay the fee and was told to buy $150 in iTune gift cards. The victim said he purchased three $50 iTune gift cards and called “Michael Williams” back to give him the numbers on the back of the cards. The victim said “Michael Williams” then informed him to log onto his computer to download a computer program so he could get the check for $300. The victim said the next day he tried to log onto his computer, and a new screen showed up. He said he put his normal password in, but a prompt came up stating to call “Michael Williams”. The victim said he called “Michael Williams” on the number provided and was given a password to log into his computer. The victim said later in the afternoon, he received a call from “Michael Williams” who stated the company had changed their mind and changed the password for the computer. The victim said “Michael Williams” then requested $500 in iTunes gift cards so they could give him a $1,000 check. The victim said he tried to log on with the password he was given, and it didn’t work. The victim said he called “Michael Williams” and told him he didn’t have the money. He said “Michael Williams” suggested he borrow the money. The victim then believed he was the victim of a scam. All I can say with this one is if you have to PAY to win a “prize”, you are most likely going to be scammed.

Volunteers Needed for Bicycle/Pedestrian Advisory Committee

The City of Daly City seeks volunteers to serve on our Bicycle/Pedestrian Advisory Committee (B/PAC). Ideal candidates have a special interest in promoting safe pedestrian and bicycle activities. B/PAC meets quarterly to review pedestrian/bikeway conditions and proposed improvements in Daly City. The seven member committee normally meets on the first Wednesday of January, April, July and October at 6:00 p.m. at City Hall. Members are appointed for a renewable two-year term. Existing and past members are bicycle and walking enthusiasts, students, workers and commuters. One must live or work in Daly City to serve on the B/PAC.
