The caller reported that his 22-year-old daughter was being followed by two vehicles that were following her, boxing her in, and blocking other vehicles in the area. She stated that the vehicles were following her with hazards on, passing her, boxed her in and slowed down, using turn signals to signal turns but then go a different direction. The vehicles then proceeded to follow, one passed her and box them in, both then passed and blocked the roadway.
