Crime Alert and Community Update Bulletin

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.

Notable Cases

On Monday, 12-04-17 at 9:15 a.m., Officer Andrade was dispatched to the Burlington Coat Factory store on a report of a subject drinking in front of the store. The dispatchers gave a description of the subject, but the officer said the subject was not there. Officer Andrade started checking the Westlake Shopping Center parking lot and found a subject matching the description in the Safeway parking lot. The officer said the subject was holding two bottles of liquor, made eye contact with him and kept walking. The officer asked the subject if he could talk to him and asked him to put down the bottles. Officer Jackson arrived to assist and said that the subject was admonished in the past in regards to coming to the shopping center. The reporting party signed a citizen’s arrest form for trespassing, and Officer Andrade placed the 33-year old transient subject under arrest. During the drive to the jail, the officer said the subject was uncooperative, yelled, screamed and made threatening and derogatory remarks towards him. At the jail, a correctional officer found a crack pipe in the subject’s possession. The subject was also charged with threatening an officer and bringing paraphernalia into the jail.

On Wednesday, 12-06-17 at 10:52 a.m., during contracted construction work on the 400 block of Niantic Avenue, a gas line was ruptured. PG&E responded and was able to turn off the gas leak and repair the damaged line. The street was closed for a short time period.

On Wednesday, 12-06-17 at approximately 11:33 a.m., Officer Cordellos and Officer Perez were dispatched to a business on the 6300 block of Mission Street on the report of a female sleeping outside the entrance to the business. The owner wanted the subject dispersed from the property. Officer Cordellos responded to the scene and met with the business owner who said she could not enter her business due to the subject sleeping in front of the doors. The reporting party tried to wake up the woman, but she did not move. Officer Cordellos tried to wake up the subject and lifted the side of her jacket to ensure she was not concealing a weapon beneath it. When the officer did so, she said the subject flung her arm but did not open her eyes or say anything. The officer tried again to wake the subject up, and the subject again flung her arm. As the officer was waiting for Officer Perez to arrive, she said all of a sudden the subject jumped up from her sleeping position and walked towards her in an aggressive manner saying, “You will not keep telling me to move on from where I am.” The officer said the subject pushed her hand, threatened her and threw a cup with an unknown liquid at her, causing some of it to hit her. The 46-year old transient subject was subsequently arrested for assault upon a peace officer and for resisting arrest.

On Wednesday, 12-06-17 at 3:10 p.m., Officer Murillo and Officer Clinkscales were on patrol in the Serramonte Shopping Center parking lot near the Target store and contacted a subject who was yelling at mall security staff. The subject said he was yelling at the staff because they asked him to leave due him having a disagreement with one of his friends. The officers determined the subject, a 32-year old San Francisco resident, had an active warrant. The subject consented to be searched, and the subject had a folded five dollar bill containing a substance believed to be cocaine in his pocket. He was cited for possession of a controlled substance.

On Thursday, 12-07-17 at approximately 2:44 p.m., a 17-year old student was arrested for possession of marijuana and two marijuana cookies on school grounds at Westmoor High School. He was released to the custody of his father, and the case is referred to the San Mateo County District Attorney Youth Service Center. This occurred after a 15-year old student became ill due from ingesting the marijuana cookies.

On Friday, 12-08-17 at approximately 12:50 a.m., Officer Shoopman and Officer Tualaulelei were dispatched to a report of a man who appeared to be intoxicated on the stairway of his neighbor’s property on the 200 block of Alta Vista Way. When the officers arrived, they saw the subject had abrasions on his left knee, right shin and left palm. They asked the subject four times if he wanted medical attention, and the subject refused. They assisted the subject down the stairs and asked where he lived. The subject pointed to a truck in the driveway of the house next door, and the officers asked if it was his vehicle. The officers determined the vehicle was registered to that house and proceeded to assist the subject into his unlocked residence. Once the officers entered the residence, they were overwhelmed by the smell of marijuana and discovered numerous marijuana plants in the house. In addition, the subject had high capacity magazines for his Glock 17 hand gun. The 29-year old subject was arrested for public intoxication and for being in possession of high capacity magazines. The San Mateo County Narcotics Task Force took over the marijuana portion of the investigation.

On Friday, 12-08-17 at 8:26 a.m., the Broadmoor and Colma Police Departments received a call about a subject threatening to jump off the roof top walkway bridge that connects the Park and Ride and the Colma BART station. With the assistance of the Hostage Negotiation Officers Garay and Hazelton, the 21-year old Vallejo resident climbed down to the gated section of the overpass and was placed on a mental evaluation hold.

On Friday, 12-09-17 at 8:48 p.m., Officer Clinkscales, Officer McQuade, and Officer Lajoie conducted a probation search at a residence on the 200 block of Frankfort Street. Two subjects at that residence were on probation and subject to search. The first subject, a 57-year old male, consented to a search, and officers found a small plastic bag containing a white crystalline substance believed to be methamphetamine. They also found another five bags of methamphetamine, along with a spoon with white residue on it. Based on Officer Clinkscales’ training, he recognized this was a common sign of packaging and selling of narcotics. The other subject on probation, a 53-year old female, lived in a tent on the deck of the same residence. Officers asked the female if she had any drugs or drug paraphernalia, and she grabbed a container and removed a bag containing a white crystalline substance, as well as a pipe. The first subject was arrested for possession of a controlled substance for the purpose of sales, maintaining a residence for the purpose of selling narcotics, possession of drug paraphernalia and for a probation violation. The second subject was issued a citation for possession of a controlled substance and for drug paraphernalia.

On Saturday, 12-10-17 at 9:56 p.m., Officer Soyangco conducted a traffic stop on the 6000 block of Mission Street. The officer was checking on the status of the driver of the vehicle when the driver started the engine of his vehicle and led the officer on a .7 mile chase. The pursuit was terminated due to safety reasons. The following day, officers arrested the subject, a 36-year old Daly City resident, in front of a residence on the 100 block of Flournoy Street. He was arrested for evading a police officer, speeding, reckless driving and obstructing a peace officer.

On Sunday, 12-10-17 at 5:14 a.m., the dispatchers advised that the CHP had received a phone call from a passerby who had observed a male holding a gun to a female’s head near the on-ramp to John Daly Boulevard and northbound I280. Officer Murillo arrived but didn’t see any vehicles or subjects until he was approximately 300 feet north of the John Daly Boulevard I-280 on-ramp. Subsequent to his investigation, Officer Murillo arrested a 26-year old San Francisco resident for unlawfully possessing a firearm, concealing a firearm in a vehicle, carrying an unregistered loaded firearm and for carrying ammunition while being a prohibited person.


Robberies

There was one attempted robbery during the past week.

On Sunday, 12-23-17 at 10:23 a.m., Officer Jackson-Berrios was dispatched to the 100 block of Cerro Drive on a report of an attempted robbery. The victim, an 18-year old South San Francisco resident, said while he was on a five mile run, he moved to the left on the sidewalk, and a suspect walked opposite of him attempted to grab a phone the victim had in his right hand. The suspect did not get the victim’s phone but ended up hitting the victim’s hand instead. The victim said the suspect continued walking on Cerro Drive. Officer Riney notified Officer Jackson-Berrios that he had detained someone matching the suspect’s description and wanted the officer to drive the victim by the suspect to identify whether the detained subject was the suspect in the robbery. The incident was captured on video from a camera at a nearby residence. The 19-year old transient subject was booked for second degree robbery.


Residential Burglaries

There was one residential burglary during the past week.

On Monday, 12-04-17 between 7:30 a.m. and 12:15 p.m., an unknown suspect(s) burglarized a residence on the unit block of Belhaven Court. Entry was made through an unlocked rear window. The loss was an Apple Mac Book Pro, a diamond ring and U.S. currency.


Commercial Burglaries


There was one commercial burglary during the past week.

On Monday, 12-04-17 at approximately 5:12 p.m., three unknown suspects entered the PetSmart store
and took three shopping cards of miscellaneous merchandise. They left in a black SUV, possibly a Yukon, with tinted windows and an unknown license plate.


Vehicle Burglaries

There were six vehicle burglaries during the past week.

• Carl’s Jr. parking lot—a backpack containing a Glock 19 semi-automatic pistol was taken from the backseat of a 2008 Subaru Forester. The rear passenger window was smashed. Occurred on 12-05-17 between 7:00 p.m. and 7:16 p.m.
• Lake Merced Golf and Country Club—a roller bag containing golf attire, an antique coin and hangers was taken from behind the seat of a 2017 Audi A5. The left front and left rear windows were smashed. Occurred on 12-05-17 between 5:30 p.m. and 9:20 p.m.
• In N Out parking lot (Washington Street)—a backpack containing clothes, headphones, a Lenovo computer, two iPads, a charger and earbuds was taken from a 2017 Infinity QX70. The rear passenger window was smashed. Occurred on 12-08-17 between 7:10 p.m. and 7:20 p.m.
• 1100 block of 87th Street—nothing was taken from a 1999 Chevrolet Suburban. The front passenger window was smashed. Occurred at an unknown time on 12-08-17.
• Unit block of Lake Merced Drive—a garage door opener, sunglasses, iPhone adaptor and cable was taken from a 2017 Nissan Rogue. The right front window was smashed. Occurred on 12-08-17 between 2:00 a.m. and 2:10 a.m. **On-line report made.
• End of Hoffman Street—nothing was taken from a 2000 Ford Expedition. The front passenger window was smashed. Occurred between 10:00 p.m. on 12-10-17 and 11:00 a.m. on 12-11-17.


Stolen Vehicles

There were two vehicles stolen during the past week. One was recovered.

• Parking garage at 1901 Junipero Serra Boulevard- (3rd floor)—a 2005 GMC Yukon. Occurred between 6:00 p.m. on 12-08-17 and 1:00 a.m. on 12-09-17.
• Unit block of Garwood Drive—a 1998 Honda Civic. Occurred between 8:30 a.m. on 12-09-17 and 4:00 p.m. on 12-10-17. **Recovered by Daly City Police Department on 12-12-17.


Miscellaneous

• We responded to 12 domestic disturbance cases
• There were 6 cases involving an involuntary psychiatric hold
• There were 6 vandalism cases reported
• There were 5 hit and run collisions reported

Community Events/Information

Food Truck Night at Thomas Edison Elementary School—December 14th (4:30 p.m. - 7:30 p.m.)

Thomas Edison Elementary PTO is hosting their monthly Food Truck Night on Thursday, December 14 from 4:30 p.m. to 7:30 p.m. There will be a DJ from KOIT music, and this event will feature food from Da Poke-Man, Jeepsilog, Izzy’s Cheesesteaks, B& J’s Backyard BBQ and Marley’s treats. This event is at 1267 Southgate Avenue, and parking will be available in the school parking lot, on the blacktop, and on streets surrounding the school.



Daly City’s Annual Frosty Fest and Tree Lighting Ceremony—December 16th (4:00 p.m.)

The Daly City’s Department of Library and Recreation Services’ annual Frosty Fest and Tree Lighting Ceremony will be held on Saturday, December 16 at the Pacelli Event Center at 145 Lake Merced Boulevard. The festivities kick off at 4:00 p.m., with the tree lighting scheduled for 4:30 p.m. There will be an indoor winter wonderland-themed carnival with games and prizes. Bring a donation of canned food and/or a new unwrapped toy to receive a mini-passport to play games. This year’s Frosty Fest features performances by participants of Daly City’s Afterschool Youth Recreation Program. There will be an opportunity to have a photo taken with Santa. Admission is free.


Holiday Schedule for City Offices

City offices are CLOSED on Monday, December 25th 2017 and Monday, January 1, 2018.

City offices close early by 1:00 p.m. on Friday, December 22nd and Friday, December 29th.

The City Hall Cashier’s Office hours are 8:30 a.m.-11:30 a.m. on Friday, December 22nd and Friday, December 29th.

In regards to street sweeping, there will be no street sweeping on:

• Friday, December 22nd
• Monday, December 25th
• Friday, December 29th
• Monday, January 1, 2018

We will also not issue citations on those days for meter violations, time zones, and preferential parking. All other parking violations are subject to be cited.
