The Steuben County Sheriff’s Office is asking for the public’s assistance in locating a wanted non-compliant registered sex offender. On 07/26/2017 an arrest warrant was issued by the Steuben County Superior court charging 26 year old Mitchell Wayne Hephner with 2 counts of level 6 felony failure to register as a sex or violent offender and 1 count of level 5 felony failure to register as a sex or violent offender with a prior conviction. The arrest warrant follows a Sheriff’s Office investigation into allegations that Hephner failed to report required information to the Sheriff’s Office within the lawful time period. Hephner also was allegedly not living at his registered address. Hephner was last known to be in the 3700 block of south CR 109 W in rural Steuben Township. Hephner is described as a white male standing 6’01” tall and weighs approximately 165 pounds. He has short brown hair, brown eyes, and a goatee type mustache. Hephner also has several tattoos on his neck and throat area as well as his left arm and hand. Anyone with information on Hephner’s whereabouts is asked to contact the Steuben County Sheriff’s Office or Steuben County Crime Stoppers.
