ISP Investigating Police Action Shooting in Muncie

Muncie – The Muncie Police Department has requested the Indiana State Police Pendleton District to assist in the investigation of a police action shooting involving their department that occurred early this morning. The preliminary investigation is that Muncie Officers attempted to stop a gray Chevrolet Cavalier about 2:30 this morning in the area of 12th and Hoyt for a traffic violation.
 
Instead of stopping as required by law, the vehicle, occupied by a male driver and female passenger, fled from police. Police gave chase with the Cavalier ending up driving through a gate at the rear of the U.S. Postal Service Facility located at 505 W. Memorial.  As the car drove through the parking lot the female passenger bailed out of the vehicle.
 
Officers stopped to assist her as the Cavalier drove off across the lot and into the fence at the back of the lot.  As officers stopped to render aid to the female, they realized the Cavalier had come back across the lot and was now driving directly at them at a high rate of speed, again refusing to stop. Shots were fired at the car with the driver being struck.
 
The car continued on out of the lot until it crashed at 13th St. and Elliot St a few blocks away. The driver, Charles Kevin Dinkins, age 48 of Georgia, received non- life threatening injuries in the incident and was transported to I.U. Health’s Ball Memorial Hospital for treatment.
 
Further investigation revealed that Dinkins was driving while his license was suspended and was also wanted on a misdemeanor warrant out of Henry County.  Further charges are expected to be filed on Dinkins upon his release from the hospital. This is all the information available to be released at this time, as the investigation is ongoing.
