Information Regarding the Reopening of Rheem Blvd. and Construction on Moraga Road

The Rheem Boulevard Landslide Repair and Repaving project is progressing with the Rheem Boulevard road closure between Fernwood Drive and Via Barcelona planned to reopen by the end of March, earlier than the projected May 1 date. Once reopened, the Town will utilize Rheem Boulevard as the primary detour route for road closures associated with the Moraga Road Resurfacing
project that will repave Moraga Road between St. Mary’s Road and Draeger Drive with Rubberized Hot Mix Asphalt (RHMA). See attached traffic routing plan.

The Town plans on taking advantage of Spring Break week when school is out of session to minimize public inconvenience by closing the two-lane section of Moraga Road between St. Mary’s Road and
Corliss Drive to focus on the grinding operation on Saturday, April 1 from 7:00 am to 7:00 pm and the paving operation on Saturday, April 8 from 7:00 am to 7:00 pm. Changeable Message Boards with
this road closure information have already been placed to provide further advanced notice to motorists. Road closures on these Saturdays will avoid weekday commute traffic and reduce work on the two-lane section from 8 days to 2 days. If weather conditions do not cooperate, Saturday, April 15 is an alternate road closure date. The intent is to complete paving operations before the Moraga Triathlon on
Saturday, April 22.

During the weekdays, the two-lane section will be open to through traffic with one-way traffic control in place only as necessary to repair isolated areas of failed roadway structural sections, raise utility
manholes and covers, and install traffic striping and markings. Significant delays are expected with the one-way traffic control in place and drivers should plan accordingly.

Lane closures during the weekdays will be utilized in the four-lane section of Moraga Road between Corliss Drive and Draeger Drive for repaving work, with closures similar to those experienced with last fall’s overhead utility undergrounding work. The project will also include a slurry seal of the roadway between Draeger Drive and Devin Drive, which will also utilize lane closures to complete the work.

RHMA will be placed as the top final layer and will divert 3,700 tires from landfills, offset costs with a CalRecycle grant, perform twice as long, retard reflective cracking from emerging, and dampen
