UPDATE #LASD - Deputy-Involved Shooting, Suspect Struck, 15600 block Windrush Drive, Hacienda Heights

Los Angeles County Sheriff’s Department Homicide Bureau detectives are investigating a Deputy-Involved Shooting that occurred Thursday, December 15, 2016, at approximately 10:49 p.m., on the 15600 block of Windrush Drive, Hacienda Heights.
 
At approximately 1:00 p.m., Downey Police Department responded to a family disturbance in the City of Downey. The caller stated the suspect was armed with a knife and a gun, and threatening to kill family members. As Downey officers were arriving at the location, the suspect was driving away on his motorcycle. The suspect refused to stop, and a pursuit ensued. The suspect drove northbound Paramount Boulevard to the southbound 5 freeway, and out of view.
 
During Downey Police Department’s investigation, they learned that the suspect resided on the 15600 block of Windrush Drive, Hacienda Heights. Two Downey officers responded to observe the area, in an unmarked police vehicle. At approximately 9:45 p.m., the two Downey officers saw the suspect walking down the street. They attempted to detain him, but he was uncooperative. In addition, he warned the officers he was armed with a gun.
 
Downey officers requested assistance from Industry Station deputies. When they responded to the location, they began to speak to the suspect in order to get him to comply. The suspect began to reach for the handgun that was in his pocket. The deputies deployed less than lethal weapons in a continued effort to gain compliance. The suspect armed himself with the handgun, and a deputy involved shooting occurred.
 
The suspect was pronounced dead at the scene.
 
The handgun was recovered.
 
No deputies were injured.

SUSPECT:  Male Adult

UNIT:  Homicide Bureau – Lieutenant Mendoza

 
Los Angeles County Sheriff’s Department Homicide Bureau detectives are responding to the 15600 block of Windrush Drive, Hacienda Heights, to investigate the circumstances surrounding a deputy-involved shooting.

No deputies were injured.

The suspect was struck by gunfire and his condition is unknown at this time.

The investigation is ongoing and there is no additional information available at this time.

Whenever a Deputy Involved Shooting occurs involving Los Angeles County Sheriff's deputies and it results in the wounding of a suspect, multiple independent investigations immediately begin at the scene. These include separate investigations by the Sheriff's Homicide Bureau and Internal Affairs Bureau. The Los Angeles County Sheriff’s Department immediately notifies the Office of the Inspector General who sends a representative to the incident scene and provides independent oversight throughout the investigative process. The mission of the Office of Inspector General is to provide strong, independent and effective oversight of the Los Angeles County Sheriff’s Department and to ensure transparent, accountable and constitutional policing for the County of Los Angeles. The Critical Incident Review panel convenes to perform a preliminary risk management analysis of the shooting. This panel is comprised of the concerned chief and unit commander, risk management and training personnel, the chairperson of the Executive Force Review Committee, and a representative from the Office of the Los Angeles County Counsel. Every aspect of a Deputy-Involved shooting is ultimately evaluated by the Sheriff’s Executive Force Review Committee, which determines whether there are any policy, tactical, supervisory, or training violations or concerns. The Office of the Los Angeles County District Attorney also participates in the investigatory process and conducts a legal analysis of the shooting.
