Social Hosting Ordinance

The City of Sun Prairie has a social hosting ordinance that would fine residents who allow underage drinking parties regardless if they provide the alcohol. The City of Sun Prairie intends to discourage underage possession and consumption of alcohol, even if done within the confines of a private residence, and intends to hold persons responsible who host events or gatherings where persons under 21 years of age possess or consume alcohol, regardless of whether the person hosting the event or gathering supplied the alcohol.

The ordinance, effective May 3,2016, covers events and gatherings held on private and public property where underage individuals are possessing or consuming alcohol. lt is important to note that a person who hosts an event or gathering does not have to be present at the event to be responsible. Failure to take reasonable steps to prevent possession or consumption of intoxicating beverages by an underage person could also result in a penalty. Citation fines range from $500-$5,000.

The police department will continue to work with the school district to educate parents and guardians about the dangers of hosting underage parties.

Nationally, social hosting laws have been used to combat underage drinking, which according to state statistics can lead drunk driving, sexual assaults, personal injuries, suicides and homicides.

Tips to avoid being a party to teenage drinking
• Don’t be afraid to be the bad guy. Taking a tough stand on alcohol use can help youth say no when they are pressured to drink by their friends.
• Talk with other adults about hosting alcohol-free youth events. Unity creates a tough, enforceable message.
• Set a positive example. If you host a party, always serve alternative non-alcoholic beverages and do not let anyone drink and drive.
• Stay home if a teen is hosting a party in your home. Observe the activities and confiscate any alcohol that may brought by party goers.
• Report underage drinking to the police promptly.
