Narrative:
Information on methamphetamine and heroin sales led to the arrest of Ricardo Moreno for narcotics, stolen property and firearm related charges and Gabriela Magana for being under the influence of a controlled substance.

During this investigation, detectives received information Moreno was selling methamphetamine and heroin in the city of Oxnard. Detectives obtained a search warrant for Moreno, his vehicle and his residence.

On February 18, 2016 the Oxnard Police Department’s Special Weapons and Tactics Team (SWAT) executed the search warrant at Moreno’s residence in the 2300 Block of Jardin Drive. Moreno and Magana were located inside the residence. Moreno was initially arrested for maintaining a place for selling or using controlled substances. Magana was determined to be under the influence of a controlled substance and was arrested. Narcotics detectives began a search of the residence and located over a pound of heroin, almost two ounces of cocaine, a loaded stolen firearm, and a large sum of U.S. currency concealed inside the residence. The amount of heroin seized would provide over 5000 doses of heroin to a user with a street value in excess of $50,000.

Detectives also located thousands of dollars of stolen property inside the residence. Detectives located several flat screen televisions still in the original packaging, several sound entertainment systems, numerous power and air tool sets in original packaging, new in the box yard power tools and equipment, stolen guitars, and stolen industrial rental equipment. Property crimes detectives from the Port Hueneme Police Department, Oxnard Police Department and the Sheriff’s Office were summoned to assist with the stolen property investigation. It was determined items were stolen from a residential burglary, several large chain retailer stores and private businesses. Detectives coordinated the return of 76 pieces of stolen property valued over $12,000 to the victims.

At the conclusion of the investigation, Moreno was arrested for several charges related to possession of narcotics for sale, maintaining a place for selling or using narcotics, numerous counts of possession of stolen property, being a prohibited person in possession of a firearm and ammunition. Moreno was booked into the Ventura County Jail on $250,000.00 bail. Magana was booked into the Oxnard Police Department and posted bail.

The West County Street Team is made up of Sheriff’s Office, Santa Paula Police Department, and the Oxnard Police Department narcotics detectives working cooperatively in the investigation of narcotics offenses occurring in the western portion of Ventura County.
